Cost of Living in a New City: Is the Job Offer Worth It?
Moving to a new city for a job? Compare cost of living, setup costs and 2026 HRA rules (50% in 8 cities) to see if a higher salary really leaves you better off.

In this article
A job offer in a new city is worth it only if your monthly surplus, meaning take-home pay minus rent, commute and daily costs, rises after the move, and the one-time cost of relocating is recovered within the first year or so. A 25% higher CTC can shrink to a much smaller real gain once you account for higher rent, a large security deposit and the cost of setting up a home from scratch. Do the comparison on paper before you accept.
The two numbers that matter
- Monthly surplus: in-hand salary minus recurring city costs. This tells you whether the move improves your finances month after month.
- One-time setup cost: deposit, brokerage, moving, furniture and the gap before the first salary. This tells you how long it takes to break even.
Everything else, such as career growth and lifestyle, is a judgement call layered on top.
Recurring costs that change between cities
| Cost | What changes | How to estimate |
|---|---|---|
| Rent | Biggest difference between cities and even between localities | Check listings near the office for the flat size you need |
| Commute | Distance, metro access, fuel, cab costs | Price a daily round trip for 22 working days |
| Food and groceries | Moderate differences; eating out varies more | Use your current grocery bill plus 10% to 20% for a costlier city |
| Domestic help, cook | Varies widely by city | Ask colleagues or local groups |
| Utilities and maintenance | Society maintenance, electricity, water tankers in some areas | Ask the landlord for recent bills |
| Travel home | Flights or trains for festivals and family visits | Count trips per year × fare |
| School fees | Can be the single largest change for families | Get the actual fee schedule |
Prices also rise everywhere. Retail inflation was 5.54% in September 2026 on MoSPI's new 2024-base CPI, and restaurant and accommodation costs rose faster, at about 9.4%. Build some inflation into your first-year budget; how inflation erodes savings explains why it compounds.
One-time costs of moving
| Item | Typical range (indicative, 2026) |
|---|---|
| Security deposit | 2 to 10 months' rent, depending on city and landlord |
| Brokerage | Often up to one month's rent |
| Packers and movers | Depends on distance and volume; get three quotes |
| Furniture, appliances, kitchen basics | Varies with what you carry or buy |
| Temporary stay (1–3 weeks) | Hotel or paying-guest charges |
| Travel and house-hunting trips | Flights or trains |
| Vehicle transfer and registration | Depends on state rules; see note below |
Deposits. The Model Tenancy Act recommends a maximum of two months' rent as deposit for residential premises, but it applies only where a state has adopted it in its own law. In many large cities, practice and your agreement decide the amount, and high deposits remain common. Always get a registered or properly stamped agreement and pay the deposit by bank transfer.
Vehicles. Taking a vehicle to another state can involve re-registration and road tax in the new state after a period. The Bharat (BH) series registration, available to eligible employees, is designed to reduce this; check eligibility with your employer and the transport department.
Tax: HRA changes in 2026
If you use the old tax regime and live in rented accommodation, your HRA exemption is the lowest of:
- Actual HRA received
- Rent paid minus 10% of salary (basic plus DA)
- 50% of salary in a listed metro city, 40% elsewhere
Under the Income-tax Rules, 2026 (effective from 1 April 2026, as reported), the 50% list has expanded from Delhi, Mumbai, Kolkata and Chennai to also include Bengaluru, Hyderabad, Pune and Ahmedabad. Under the new regime, which is the default, HRA exemption is not available. See HRA exemption rules for the full method and documents.
HRA example
Basic salary ₹40,000 a month, HRA ₹20,000, rent ₹25,000, in Pune:
- Actual HRA: ₹20,000
- Rent minus 10% of basic: ₹25,000 − ₹4,000 = ₹21,000
- 50% of basic: ₹20,000
Exempt HRA = ₹20,000 a month, or ₹2,40,000 a year. Before Pune was added to the 50% list, the third limit would have been 40% (₹16,000), so the exemption would have been ₹16,000 a month. The change adds ₹48,000 a year of exemption for this person, if they choose the old regime. Compare both regimes on the income tax calculator and read new vs old tax regime.
Worked example: is the offer worth it?
Kiran lives in Indore and earns ₹75,000 a month in hand. She has an offer in Bengaluru that raises her in-hand pay to ₹95,000 a month (after tax under the new regime).
| Monthly item | Indore (current) | Bengaluru (offer) |
|---|---|---|
| In-hand salary | ₹75,000 | ₹95,000 |
| Rent (1BHK) | ₹14,000 | ₹28,000 |
| Commute | ₹2,500 | ₹6,000 |
| Food, groceries, eating out | ₹12,000 | ₹16,000 |
| Utilities, help, internet | ₹4,500 | ₹6,500 |
| Trips home | ₹0 | ₹2,500 |
| Monthly surplus | ₹42,000 | ₹36,000 |
Even though in-hand pay rises by ₹20,000, recurring costs rise by ₹26,000 (from ₹33,000 to ₹59,000). Her monthly surplus falls by ₹6,000.
One-time costs in Bengaluru: deposit of 5 months' rent (₹1,40,000), brokerage (₹28,000), movers and furniture (₹70,000), temporary stay (₹20,000), totalling ₹2,58,000. The deposit is refundable later, but it is cash locked up now.
On pure numbers, the move makes Kiran worse off. It could still be the right choice if it brings faster promotions, better future salaries or personal reasons. The point is to know the trade-off in advance. She could also negotiate: a relocation allowance of ₹1 lakh and a 10% higher fixed pay would change the picture.
The first-month cash crunch
Even when a move makes sense over a year, the first month is often the hardest. A typical sequence looks like this:
- You pay the deposit, brokerage and first month's rent before or soon after joining
- Movers and furniture are paid within the first two weeks
- Your last salary from the old employer may be held until full and final settlement, which can take 30 to 60 days
- The first salary from the new employer usually arrives at the end of the first full month, sometimes later if you join mid-cycle
In Kiran's case, about ₹2.86 lakh (setup costs plus the first month's rent) could go out before her first Bengaluru salary arrives. Plan for this gap explicitly: keep the moving money in a savings account or sweep-in FD, ask whether the employer can advance the relocation allowance with the first salary, and avoid filling the gap with a credit card you cannot clear in full.
Also check notice-period terms. If you must buy out part of your notice, that cost belongs in the one-time column too.
How to plan the move
- Ask for a relocation package: one-time allowance, movers, temporary housing, and a joining bonus if possible. Read the clawback clause.
- Fund setup costs from savings set aside for the move, not from your emergency fund or a personal loan.
- Rent before buying furniture. Many cities have rental furniture options; buy only what you will take to the next home.
- Rebuild your budget for the new city within the first two months, using actual bills. How to manage your salary budget has sample budgets.
- Update your address with your bank, insurer, mutual funds (through KYC) and on Aadhaar, and change your health insurance network hospital list.
- Do not decide on buying a home immediately. Rent for at least a year to understand the city; rent vs buy covers the maths.
Key takeaways
- Judge an offer by monthly surplus after city-specific costs, not by CTC.
- Add one-time setup costs, especially high rental deposits, and see how long the extra surplus takes to recover them.
- The Model Tenancy Act's two-month deposit cap applies only where a state has adopted it.
- Under the Income-tax Rules, 2026, HRA's 50% limit now also covers Bengaluru, Hyderabad, Pune and Ahmedabad, but only for old-regime taxpayers.
- Negotiate a relocation allowance and keep your emergency fund separate from moving money.
Frequently asked questions
How do I compare a job offer in a new city with my current salary?
Compare what is left each month after tax, rent, commuting and other city-specific costs, not the CTC. Also add the one-time cost of moving, spread over the first year, before deciding.
Which cities get 50% HRA exemption from FY 2026-27?
Under the Income-tax Rules, 2026, reported as effective from 1 April 2026, the 50% limit applies to Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Pune and Ahmedabad. Other cities use 40% of salary. HRA exemption is available only under the old tax regime.
How much does it cost to relocate to a new city in India?
One-time costs commonly include a rental deposit of two to ten months' rent depending on the city, brokerage of up to one month's rent, packers and movers, basic furniture and appliances, and travel. Many people spend the equivalent of three to six months' rent in the first month.
Is the security deposit capped by law?
The Model Tenancy Act suggests a cap of two months' rent for residential premises, but it applies only in states that have adopted it through their own law. Elsewhere, deposits follow local practice and the rental agreement.
Should I negotiate a relocation allowance?
Yes. Many employers pay a one-time relocation allowance or reimburse moving costs and temporary accommodation. Ask for it in writing, and check whether any of it must be repaid if you leave within a set period.
