A realistic home renovation budget lists every item with written quotes, adds a 10-15% contingency for surprises, and is funded first from savings set aside for the purpose. If you must borrow, a top-up on an existing home loan is usually the cheapest option as of October 2026, but only with a short tenure. This guide shows how to build the budget, a worked example for a 2BHK, and how each funding route compares.

Step 1: Decide the scope before the budget

Renovations go over budget mainly because the scope keeps growing. Fix three things first:

  1. Must-do work: leakage, waterproofing, wiring, plumbing, safety. These protect the structure and come first.
  2. Functional upgrades: kitchen, bathrooms, storage.
  3. Cosmetic changes: painting, false ceiling, lighting, décor.

If money is tight, do the first group fully and stage the rest. A beautiful kitchen over a leaking slab is wasted money.

Step 2: Build an item-wise budget

Get at least two or three written quotes for each item, with materials, brands and labour listed separately, and ask whether GST is included.

Worked example: 2BHK refresh

Illustrative quotes for a 2BHK flat in a large city (actual prices vary widely by city, material and finish):

Item Quote
Modular kitchen with countertop and fittings ₹1,80,000
Two bathrooms: tiles, fittings, waterproofing ₹1,60,000
Wardrobes in two bedrooms ₹1,20,000
Flooring in living room ₹90,000
Painting, full flat ₹55,000
Plumbing and balcony waterproofing ₹50,000
Electrical rewiring and new points ₹45,000
Subtotal ₹7,00,000
Contingency (about 14%) ₹1,00,000
Total budget ₹8,00,000

The contingency covers hidden problems found after demolition, price changes and small additions. Treat it as part of the budget, not as optional money.

Costs people forget

  • Designer or architect fees, if you hire one
  • Society renovation deposit and any debris disposal charges
  • Temporary rent or a hotel stay if the home is unliveable for weeks
  • Storage or shifting of furniture
  • New appliances bought "while we are at it"
  • Cleaning after the work

Step 3: Decide how to pay

Option A: Savings (best where possible)

Start a recurring deposit or a short FD ladder 12-24 months before you plan the work. Saving ₹8 lakh in 18 months needs roughly ₹42,000-₹43,000 a month at typical deposit rates. Do not use your emergency fund; see how much emergency fund you need.

Option B: Borrowing

Compare the cost of borrowing ₹8 lakh at illustrative rates:

Option Rate Tenure EMI Total interest
Top-up home loan 8.9% 5 years ₹16,568 ₹1,94,073
Personal loan 12.5% 3 years ₹26,763 ₹1,63,464
Personal loan 12.5% 5 years ₹17,998 ₹2,79,901

Two lessons from the table:

  • At the same 5-year tenure, the top-up saves about ₹85,800 of interest over the personal loan.
  • A 3-year personal loan costs less total interest than a 5-year top-up, despite the higher rate, because it ends sooner. Tenure matters as much as rate.

Run your own options in the EMI calculator. A top-up needs an existing home loan with a clean record; the rules and eligibility are in our top-up home loan guide. Lenders may ask for renovation estimates and can disburse in stages against bills.

Other routes:

  • Home improvement loans offered by banks and housing finance companies, priced near home loan rates, usually against the same property.
  • No-cost EMI on appliances or furniture: check for processing fees and the discount you give up.
  • Credit cards: avoid revolving renovation costs on a card; interest is typically around 40% a year or more.

Home loan rates are mostly floating and linked to the repo rate, which the RBI raised to 5.50% on 7 October 2026, so a top-up's rate can rise during the tenure.

Tax treatment of renovation loans

Under the old tax regime, as of FY 2026-27:

  • Interest on a loan used to repair, renew or reconstruct a self-occupied house is deductible up to ₹30,000 a year, under old Section 24(b), now Section 22 of the Income-tax Act, 2025.
  • This ₹30,000 is within the overall ₹2 lakh cap for self-occupied house interest. If your main home loan interest already exceeds ₹2 lakh, the renovation interest adds nothing.
  • Principal on a renovation loan does not qualify under old Section 80C (now Section 123).
  • For a let-out house, interest is deductible against rent without the self-occupied cap, but you cannot also claim actual repair costs: the flat 30% standard deduction covers repairs.

In the default new regime, there is no deduction for interest on a self-occupied house. Keep invoices either way, as lenders and the tax department may ask for proof of end use.

Step 4: Control the project

  • Written contract: scope, materials and brands, timeline, payment schedule and penalty for delay.
  • Pay in stages tied to completed work, not large advances. A common pattern is 10-20% advance with the rest in milestones.
  • Change orders in writing with the cost agreed before work begins.
  • Weekly budget tracking: compare spend with the item-wise budget, and move unused contingency to the next phase only when it is genuinely free.
  • Retain 5-10% until snagging is completed.

Permissions and protections

  1. Society intimation or NOC, working hours, debris rules and a refundable deposit are standard in most housing societies.
  2. Structural changes such as removing walls, extending balconies or shifting wet areas usually need a structural engineer's certificate and municipal approval. Unauthorised changes can cause safety problems and trouble when you sell.
  3. New flat under builder warranty: under the RERA Act, 2016, the builder must fix structural and workmanship defects reported within five years of possession. Major alterations can complicate such claims, so document the condition before you start.
  4. Update your home insurance after the work. A renovated kitchen and fittings raise the value of contents and interiors; our guide on home insurance for building vs contents explains what to cover.

Timing the work

Schedule large work for months when you can stay elsewhere or when the rental flat is between tenants. Monsoon is a poor time for waterproofing, exterior painting and anything that needs curing. Book contractors early before the festive season, when demand and prices rise.

Does renovation add value?

For your own use, renovation is mostly a lifestyle spend, not an investment. Buyers pay for a well-maintained flat, but rarely recover the full cost of expensive interiors. For a rental flat, a modest refresh can shorten vacancy and support the rent, while luxury fittings rarely earn back their cost.

Key takeaways

  • Build the budget item by item from written quotes and add a 10-15% contingency; our 2BHK example came to ₹8 lakh.
  • Savings are the cheapest funding source; keep the emergency fund separate.
  • A 5-year top-up at 8.9% saved about ₹85,800 versus a 5-year personal loan at 12.5%, but a 3-year personal loan cost even less in total interest.
  • In the old regime only, renovation loan interest on a self-occupied house is deductible up to ₹30,000 within the ₹2 lakh cap.
  • Get society and municipal approvals for structural work, pay in stages, and update your home insurance.

Frequently asked questions

How much should I budget for home renovation?

List each room and item with written quotes, add 10-15% for contingency, and include costs like design fees, temporary accommodation and society deposits. Renovations commonly overrun, so the contingency is part of the budget, not an extra.

What is the cheapest way to fund a home renovation?

Savings are cheapest because there is no interest. Among loans, a top-up on an existing home loan is usually priced close to the home loan rate, well below personal loans, as of October 2026. Keep the tenure short to limit total interest.

Is there a tax benefit on a home renovation loan?

In the old regime, interest on a loan used to repair or renovate a self-occupied house is deductible up to ₹30,000 a year, within the overall ₹2 lakh house property interest cap. Principal on renovation loans does not qualify. There is no deduction in the new regime for a self-occupied house.

Do I need permission to renovate my flat?

Most housing societies require written intimation or an NOC, a refundable deposit and fixed working hours. Structural changes such as removing walls or altering balconies usually need approval from a structural engineer and the municipal authority.

Should I use my emergency fund for renovation?

No. Renovation is a planned expense; save for it separately. Keep your emergency fund intact so a job loss or medical bill during the work does not push you into expensive debt.
