NRI Account Problems: Frozen, KYC, TDS and Repatriation
NRI account frozen, OTPs not arriving abroad, high TDS on NRO interest or repatriation stuck? Fixes for common NRE/NRO problems under FEMA, as of October 2026.

In this article
"I live abroad, and my Indian bank account has suddenly stopped working", or "OTPs go to my old Indian number", or "the bank cut almost a third of my FD interest as tax". Most NRI account problems come from four gaps: status not updated under FEMA, KYC overdue, contact details outdated, or tax paperwork missing. Each has a clear fix that can usually be done from abroad by email, video KYC or certified documents.
If you are still choosing between account types, read our comparison of NRE vs NRO vs FCNR first. This guide is about fixing accounts that already exist.
The most common NRI account problems
| Problem | Usual cause | Fix |
|---|---|---|
| Account frozen or debits blocked | Re-KYC overdue, FATCA/CRS form missing, expired passport or visa on record | Submit updated KYC and self-declarations |
| Account "inoperative" | No customer-initiated transaction for over 2 years | Request reactivation with KYC |
| OTPs not received abroad | Only an Indian mobile number registered | Register an overseas mobile number or email OTP, if the bank offers it |
| Resident account still active | Not redesignated as NRO after moving abroad | Ask the bank to redesignate it |
| High TDS on NRO interest | No treaty documents on file | Submit TRC, Form 10F; claim refund in ITR |
| Tax refund stuck | PAN inoperative | Update residential status with the tax department |
| Indian income credited to NRE | Rent, dividends or pension sent to the wrong account | Move to NRO; NRE can take only repatriable funds |
| Repatriation from NRO refused | Missing tax forms or source proof | Provide income-tax remittance forms and documents |
| Joint account issues | Resident joint holder on an NRE account not on "former or survivor" basis | Restructure the holding as the bank advises |
Step-by-step: what to do
In the first hour
- Find out exactly what is blocked. Log in to net banking or call the bank's NRI helpline (from its official website). Is it the whole account, debits only, cards, or just OTP delivery?
- Email the NRI desk or your home branch from your registered email address. Ask for the reason, the list of documents needed and the channels you can use from abroad.
- If you suspect fraud (unknown debits, changed contact details), ask the bank to block digital access immediately and report to cybercrime.gov.in.
Within the first week
- Update KYC. Banks must periodically update KYC. RBI's June 2025 amendment to its KYC directions gave low-risk individuals extra time and asked banks to use more channels; banks can still restrict accounts that stay non-compliant. Many banks accept a video KYC, documents certified by an overseas branch, Indian embassy, notary or other authorised person, or a visit to the branch on your next trip. Keep your passport, visa or residence permit, overseas address proof, PAN and a recent photo ready. Our guide to bank KYC updates lists the documents.
- Submit FATCA/CRS self-certification if the bank asks. These declare your tax residency and are mandatory for most accounts.
- Update contact details. Add an overseas mobile number and email where the bank allows, so OTPs and alerts reach you. Keep an Indian number active only if you can receive SMS on it abroad.
- Redesignate any resident account as NRO. Under RBI's Master Direction on deposits and accounts under FEMA, your resident accounts must be redesignated once you become a non-resident. Ask the bank for written confirmation.
If it is not resolved
- Escalate to the grievance officer or principal nodal officer, quoting your complaint number.
- File with the RBI Ombudsman at cms.rbi.org.in if the bank does not reply within 30 days or you are not satisfied. The portal works from anywhere. Under the Reserve Bank – Integrated Ombudsman Scheme, 2026, file within 90 days of the end of that 30-day period or the bank's last reply, whichever is later.
Tax problems on NRO accounts
TDS on interest
NRO interest is taxable in India. Banks deduct TDS under the non-resident TDS provision, old Section 195, which is Section 393(2) of the Income-tax Act, 2025 from 1 April 2026. The default rate is 30% plus applicable surcharge and 4% cess. You can reduce it to the rate in India's tax treaty with your country of residence by giving the bank:
- A Tax Residency Certificate (TRC) from your country of residence
- Form 10F
- A no-permanent-establishment and beneficial-ownership declaration, if the bank asks
Worked example
Priya, a non-resident, has an NRO fixed deposit of ₹5,00,000 at an illustrative 7% for one year. Interest: ₹5,00,000 × 7% = ₹35,000.
| Without treaty documents | With treaty documents (illustrative 15% rate) | |
|---|---|---|
| TDS rate | 30% + 4% cess = 31.2% | 15% |
| TDS deducted | ₹35,000 × 31.2% = ₹10,920 | ₹35,000 × 15% = ₹5,250 |
| Interest received | ₹24,080 | ₹29,750 |
| Difference | ₹5,670 more in hand |
Treaty rates vary by country and type of income; check the treaty that applies to you. If the bank has already deducted the higher amount, you can claim the excess as a refund by filing an Indian income tax return. Use our FD calculator to compute the gross interest before working out tax.
Interest on NRE and FCNR deposits remains tax-free in India while you are a non-resident under FEMA, so this problem applies only to NRO money.
Inoperative PAN
Many NRIs found their PAN marked "inoperative" for not linking it with Aadhaar, even though NRIs are generally exempt from linking. The Income Tax Department has said this happens when it has no record of your non-resident status, for example because you did not file a return in recent years. The fix is to submit proof of residential status to your jurisdictional assessing officer and ask for the PAN database to be updated. While the PAN is inoperative, refunds are withheld and TDS may be deducted at higher rates. Our guide on tax residency and NRI status explains how residential status is decided.
Repatriation from NRO accounts
You can send up to USD 1 million per financial year from NRO balances abroad, after applicable taxes. Banks usually need:
- The online income-tax remittance form (earlier Form 15CA), and where required a chartered accountant's certificate (earlier Form 15CB); tax professionals note these are renumbered under the Income-tax Act, 2025, so check the current form names on the e-filing portal
- Proof of the source of funds, such as a property sale deed or rent agreement
- A request letter or online form for the remittance
Delays usually come from missing source documents or mismatched figures between the tax form and the request. Ask the bank for a written checklist before you start. NRE balances, by contrast, are fully repatriable without this limit.

What not to do
- Do not keep operating a resident account after moving abroad. It must become an NRO account under FEMA.
- Do not deposit Indian income into an NRE account. Rent, dividends and pension go to NRO.
- Do not let your passport, visa or address on record go stale. An expired document is a common trigger for restrictions.
- Do not share OTPs with relatives or "agents" operating your account. If someone needs to act for you, use a proper power of attorney or mandate registered with the bank.
- Do not ignore an inoperative PAN. It blocks refunds and can raise TDS.
- Do not leave accounts untouched for years. After two years without customer-initiated transactions, an account becomes inoperative; see how to reactivate a dormant account.
Key takeaways
- Most NRI account problems trace back to FEMA status, overdue KYC, outdated contact details or missing tax paperwork.
- Resident accounts must be redesignated as NRO once you become a non-resident.
- NRO interest TDS defaults to 30% plus surcharge and cess; a TRC and Form 10F let you claim the lower treaty rate.
- An inoperative PAN withholds refunds; update your residential status with the tax department.
- NRO repatriation is capped at USD 1 million per financial year, with tax forms and source proof.
- Escalate unresolved complaints to cms.rbi.org.in, which works from abroad.
Frequently asked questions
Why has my NRI account been frozen?
The most common reasons are overdue periodic KYC, a missing FATCA or CRS self-declaration, an expired passport or visa on record, or the account becoming inoperative after more than two years without customer-initiated transactions. Ask the bank in writing for the exact reason and the documents it needs.
Can I keep my resident savings account after moving abroad?
No. Under FEMA rules, once you become a person resident outside India, your resident savings account must be redesignated as an NRO account. Inform your bank promptly; continuing to operate it as a resident account is a FEMA contravention.
Why is so much TDS deducted on my NRO interest?
Interest on NRO accounts is taxable in India, and banks deduct TDS at 30% plus surcharge and 4% cess unless you claim a lower rate under a tax treaty. To claim the treaty rate, give the bank a Tax Residency Certificate, Form 10F and a self-declaration, or claim the excess as a refund in your Indian tax return.
How much money can I repatriate from my NRO account?
Up to USD 1 million per financial year across all NRO accounts, out of balances on which applicable Indian tax has been paid. The bank will usually need the income-tax remittance forms, earlier Form 15CA and 15CB, which tax professionals note are renumbered under the Income-tax Act, 2025.
Where can an NRI complain about an Indian bank?
Complain to the bank's NRI desk or grievance officer by email first. If it is not resolved within 30 days, file online with the RBI Ombudsman at cms.rbi.org.in, which you can do from abroad.
