Electricity Duty Exemption vs Power Subsidy: Compare Them
Electricity duty exemption or power tariff subsidy for your factory? What each removes from the bill, how to compare them in rupees, and the conditions to check.

In this article (9 sections)
An electricity duty exemption removes one line from your power bill, the state's tax on electricity consumed, for a fixed period. An electricity bill or power tariff subsidy reduces what you pay per unit, either on the bill or as a later reimbursement. To compare them, read the duty and energy lines on your own bills, work out the yearly rupee benefit of each after caps and conditions, and adjust for when the money actually reaches you. Rates and terms are set by each state's policy, so this guide explains how to read them rather than quoting numbers; scheme details are as of November 2026.
What is on an industrial power bill
| Bill item | What it is | Touched by duty exemption? | Touched by tariff subsidy? |
|---|---|---|---|
| Fixed or demand charge | Charge for contracted load or maximum demand | No | Sometimes, if the scheme says so |
| Energy charge | Units consumed × tariff rate | No | Yes, usually the main target |
| Fuel and power purchase adjustment | Variable charge passed through by the distribution company | No | Usually not |
| Electricity duty | State tax on electricity consumed | Yes | No |
| Other taxes or cess on sale of power | Separate state levies, where charged | Only if the order says so | No |
| Power factor or time-of-day adjustments | Penalties or rebates | No | No |
Electricity duty is calculated in different ways in different states, for example as a percentage of charges or per unit. Do not guess: your monthly bill shows the duty amount in rupees, and that is the number that matters.
How the two benefits work
| Feature | Electricity duty exemption | Power tariff subsidy |
|---|---|---|
| What you save | The duty line only | Part of the per-unit cost |
| How you get it | Bill raised without duty after an exemption order | Lower tariff on the bill, or reimbursement after a claim |
| Typical conditions | New or expanding eligible unit; specified premises and connection; set number of years from production | Eligible area or sector; set years; sometimes a yearly cap; on-time bill payment |
| Cash-flow timing | Immediate, every month | Immediate if on the bill; months later if reimbursed |
| Risk | Order must match the connection and premises | Claim rejected for late filing, arrears or missing certificates |
A third type of help sits alongside these: support for power connection costs. Gujarat's draft guideline for its 2022 MSME scheme reimburses 35% of charges paid to the distribution company for a new connection, additional load or shifting of a connection or service line, up to ₹5 lakh during the policy period, for units outside GIDC or approved industrial parks, if you apply within a year of paying. Refundable deposits are excluded.
Worked example: 40,000 units a month
A factory uses 40,000 units a month. Its bill (illustrative figures) shows:
- Fixed and demand charges: ₹60,000
- Energy charges: ₹2,80,000
- Fuel adjustment: ₹20,000
- Electricity duty: ₹36,000
Option A: electricity duty exemption (illustrative). Saving = ₹36,000 a month = ₹4,32,000 a year, received immediately on every bill.
Option B: power tariff subsidy of ₹1 per unit (illustrative) with an illustrative yearly cap of ₹4,00,000, reimbursed once a year. Uncapped, it would be 40,000 × ₹1 × 12 = ₹4,80,000; with the cap, ₹4,00,000 a year, received after the claim is processed.
| Monthly use | Duty exemption (per year) | ₹1/unit subsidy, ₹4 lakh cap (per year) | Larger benefit |
|---|---|---|---|
| 40,000 units | ₹4,32,000 | ₹4,00,000 (capped) | Duty exemption |
| 25,000 units | ₹2,70,000 (if duty falls in proportion) | ₹3,00,000 | Tariff subsidy |
At high consumption the cap limits the subsidy, while the exemption keeps growing with the bill. At lower consumption the per-unit subsidy can be worth more. Timing also counts: ₹4 lakh received 12 to 18 months later is worth less to a business paying, say, 10% on working capital than the same amount saved every month. Where a policy offers both, the question becomes whether you can take both; if you must choose, run this table with your own bills. Conditions to check in your state's policy
- Eligible units: new units only, or expansion too? Manufacturing only? Some benefits are only for specific sectors or areas.
- Start date and period: does the period run from commencement of production, from the order date or from the connection date?
- Which connection: the exemption usually applies to the connection in the unit's name at the approved premises. A shared or landlord's meter may not qualify.
- Expansion units: whether the benefit covers only additional load, and whether a separate meter is needed.
- Captive or rooftop generation: whether duty on self-generated power is covered.
- Arrears and timely payment: many subsidies are lost for periods with unpaid bills.
- Recovery: what happens if the unit closes or moves during the benefit period.
Documents usually needed
- Udyam registration and proof of eligible category or area
- Proof of commencement of commercial production
- Electricity connection documents in the unit's name, with the consumer number
- Load sanction and, for expansion, proof of additional load
- Copies of bills and payment proof (for reimbursement claims)
- Exemption or eligibility order from the industries or energy department, to be given to the distribution company
- Receipts paid by cheque or e-payment for connection charges (Gujarat's draft guideline excludes cash payments)
What to ask the department and the distribution company
- Is the benefit an exemption on the bill or a reimbursement, and who issues the order?
- From which month will bills be raised without duty?
- Is there a yearly cap, and is it per unit, per connection or per enterprise?
- What happens to the benefit if I add load, shift premises or change the connection name?
- How often can I claim, and what is the deadline?
Common mistakes
- Connection in the landlord's or promoter's name. The order may not apply to it.
- Not giving the order to the distribution company. The bill keeps showing duty until it is updated.
- Counting the fuel adjustment as subsidised. Most subsidies apply only to the energy charge.
- Missing claim deadlines. Gujarat's connection-charge assistance must be claimed within one year of payment.
- Letting arrears build up. Unpaid bills can cancel subsidy for those periods.
If something goes wrong
- Billing error (duty still charged after the order): write to the distribution company with the order; if unresolved, approach its Consumer Grievance Redressal Forum and then the Electricity Ombudsman, both set up under the Electricity Act, 2003.
- Subsidy claim delayed: ask the DIC or energy department for the status in writing and escalate to the industries commissionerate or state grievance portal.
- Central scheme components: use CPGRAMS at pgportal.gov.in.

Key takeaways
- An electricity duty exemption removes only the duty line; a tariff subsidy reduces the per-unit cost.
- Compare the two in rupees from your own bills, after caps, conditions and timing.
- In the illustrative example, the duty exemption was worth more at 40,000 units a month and the capped subsidy more at 25,000.
- Connection-charge help is a separate benefit; Gujarat's draft guideline offers 35% up to ₹5 lakh.
- Billing disputes go to the distribution company, then the Consumer Grievance Redressal Forum and Electricity Ombudsman.
Frequently asked questions
What is electricity duty on an industrial power bill?
Electricity duty is a tax levied by the state on electricity consumed, shown as a separate line on your bill and collected by the distribution company for the state. It is separate from the energy charge, fixed or demand charge and fuel adjustment charge.
What does an electricity duty exemption save?
Only the electricity duty line on your bill, for the period and premises named in the exemption order. Energy charges, demand charges and fuel adjustment charges remain payable in full.
How is a power tariff subsidy different?
A power tariff subsidy reduces the cost of each unit of electricity, either through a lower tariff on the bill or a per-unit reimbursement claimed later. It usually has a time limit and sometimes a yearly cap, and is often paid only if bills are paid on time.
Which is better, electricity duty exemption or power subsidy?
Compare them in rupees using your own bills. Work out the yearly duty you would save and the yearly subsidy you would receive after caps, then account for timing, because an exemption reduces the bill immediately while a reimbursement arrives later.
What can I do if my bill still shows electricity duty after an exemption?
Give the distribution company a copy of the exemption order and ask for a corrected bill and refund. If it does not resolve it, approach the Consumer Grievance Redressal Forum and then the Electricity Ombudsman set up under the Electricity Act, 2003.
