Manav Kalyan Yojana is a Gujarat government scheme that gives a free toolkit to people from economically weaker families so they can start or grow self-employment in a small trade such as plumbing, beauty parlour work or papad making. As of October 2026, it covers 10 trades, the family income limit is ₹6 lakh a year, the toolkit is given as an e-voucher, and applications are taken online on the e-Kutir portal, which announced the 2026-27 window on 17 June 2026.
What Manav Kalyan Yojana is
The scheme was started on 11 September 1995 and is run by the Commissioner of Cottage and Rural Industries under Gujarat's Khadi, Cottage and Rural Industries Department. It is a grant, not a loan: you do not repay anything. The government's current rules come from resolutions dated 12 January 2016, 11 September 2018, 1 July 2024 and 17 August 2024.
Under the 1 July 2024 resolution, beneficiaries receive toolkit assistance through an e-voucher. After your application is approved, a voucher (with a QR code) is sent to your registered mobile number, and you redeem it for the approved toolkit at an empanelled supplier. You do not get cash, and you cannot exchange the voucher for other goods.
Who is eligible as of October 2026
| Condition | Rule |
|---|---|
| Age | 18 to 60 years |
| Family annual income | Up to ₹6 lakh, same for rural and urban |
| Income certificate | From the Taluka Mamlatdar, Taluka Development Officer, Chief Officer of the municipality, or authorised officer of the municipal corporation |
| Exempt from income limit | The 12 most backward sub-castes among Scheduled Castes, and the most backward and nomadic or denotified communities among SEBC (caste certificate only) |
| Trade | One of the 10 listed trades |
Many older articles still quote very low income limits such as ₹1.2 lakh rural and ₹1.5 lakh urban. The official Commissioner of Cottage and Rural Industries page states ₹6 lakh, so go by that.
Some guides also say an e-Shram card is required and that the benefit is one-time per person. Check the current guidelines PDF on the portal, since conditions like these are set by the latest resolution.
The 10 trades covered
- Dairy product sales (milk and curd)
- Embroidery work (bharat kaam)
- Beauty parlour
- Papad making
- Vehicle servicing and repair
- Plumbing
- Centering work
- Electrical appliance repair
- Pickle making
- Puncture kit
You will see lists of 28 or more trades on many websites. Those come either from older versions of the scheme or from Manav Garima Yojana, which is a different scheme of the Social Justice and Empowerment Department with its own portal (e-Samaj Kalyan). Pick the trade carefully when you apply, because the toolkit is matched to that trade.
Application windows: 2025-26 and 2026-27
Manav Kalyan Yojana does not accept applications all year. The e-Kutir portal opens a window each year:
| Year | Window (per e-Kutir notices) |
|---|---|
| 2025-26 | 8 April 2025 to 22 May 2025, for the 10 trades |
| 2026-27 | Opened 17 June 2026 (notice dated 18 June 2026); no closing date shown |
Because windows have lasted only a few weeks, check the e-Kutir home page now. If the 2026-27 window has closed, keep your documents ready for the next one. The portal has also published district-wise draw (lottery) lists of selected beneficiaries for earlier years, so when applications exceed the target, selection may be by draw.
Documents you need
- Aadhaar card
- Income certificate from an authorised officer (or caste certificate if you belong to an exempt group)
- Caste certificate, if applicable
- Proof of residence in Gujarat
- Passport-size photograph
- Bank account details
- Any training or experience certificate for your trade (helpful)
Worked example: checking eligibility and the value of the toolkit
Step 1: income check. Meena does beauty parlour work from home. Her husband earns ₹25,000 a month and she earns about ₹10,000 a month.
- Family income = (₹25,000 + ₹10,000) × 12 = ₹4,20,000 a year
- ₹4,20,000 is below the ₹6 lakh limit, so she meets the income condition.
Step 2: what the toolkit saves. The value of each trade's toolkit is fixed in the scheme guidelines. Suppose, for illustration only, that a beauty parlour toolkit is worth ₹15,000. If Meena instead bought the same tools on credit at an illustrative 24% a year over 12 months:
- EMI = ₹1,418 a month
- Total paid over 12 months is about ₹17,021, of which interest is about ₹2,021
- Under the scheme, the cost to her is ₹0, so the benefit is about ₹17,000 in this illustration.
You can test other amounts and rates in the EMI calculator. The real saving depends on the actual toolkit value for your trade, which you can see on the portal or ask at the DIC.

Common reasons applications are rejected
- Income certificate from the wrong authority or an expired certificate.
- Income above ₹6 lakh for non-exempt applicants.
- Age outside 18 to 60 on the relevant date.
- Wrong trade selected, or a trade that is not on the current list.
- Applying outside the window, or with blurred, incomplete uploads.
- Not selected in the draw: this is not a rejection on merit, and you can usually apply again in the next window.
How to complain
- Contact the District Industries Centre of your district with your application number.
- Call the e-Kutir help desk numbers listed above.
- If a problem is unresolved, file a grievance on Gujarat's SWAGAT online system (swagat.gujarat.gov.in).
- If a supplier refuses to honour a valid voucher or gives sub-standard tools, report it to the DIC in writing with the voucher details.
If you need more than a toolkit
A toolkit helps you start, but a bigger setup needs credit. Artisans in 18 traditional trades can also look at the central PM Vishwakarma Yojana, which offers a toolkit incentive plus a cheap loan. For a subsidised bank loan up to ₹25 lakh, see Gujarat's Vajpayee Bankable Yojana, and for a small collateral-free loan, the business loan and Mudra loan guide.
