NBCFDC Loan Scheme 2026: OBC Loans up to ₹25 Lakh at 7-8%
NBCFDC loan scheme for backward classes: business and education loans up to ₹25 lakh at 7-8%, income limit, documents and how to apply online on PM-SURAJ.

In this article
The NBCFDC loan scheme gives people from Other Backward Classes (OBC) concessional loans of up to ₹25 lakh for a business, and up to ₹25 lakh for professional education, at 7% to 8% a year. NBCFDC (National Backward Classes Finance and Development Corporation) works under the Ministry of Social Justice and Empowerment and lends through state backward classes corporations and banks. As of October 2026 the scheme is active, and you can apply online through the PM-SURAJ portal.
The loan limits below are from NBCFDC's pattern of finance effective 1 April 2025 and its current FAQ. State agencies can add conditions such as age and residence, so confirm the final terms at the district office.
What NBCFDC is and how it lends
NBCFDC was set up in 1992 as a not-for-profit government company to help poorer members of the backward classes with self-employment and skills. Like the other national corporations, it does not lend to you directly. It funds channel partners that have signed an agreement with it:
- State Channelising Agencies (SCAs), usually your state's backward classes finance and development corporation
- Public sector banks, regional rural banks, some private scheduled banks and small finance banks
- NBFC-MFIs, for small group loans (at a much higher rate)
The interest rate to you is fixed by NBCFDC's scheme, and the partner earns the margin between NBCFDC's rate and yours.
Safai karamcharis, manual scavengers and their dependants are served by a separate corporation; see the NSKFDC loan scheme.
NBCFDC loan limits and interest rates (October 2026)
| Scheme | Maximum loan | NBCFDC share | Rate to you | Repayment | Moratorium |
|---|---|---|---|---|---|
| Individual loan, up to ₹1.25 lakh | ₹1.25 lakh | 85% of project cost | 7% | 4 years | 1 quarter |
| Individual loan, ₹1.25 lakh to ₹25 lakh | ₹25 lakh | 85% of project cost | 8% | 7 years | 1 quarter |
| Education loan (India and abroad) | ₹25 lakh (85% of course cost) | 85% | 8% | Up to 10 years | 5 years (within the 10) |
| Group loan to SHGs via SCAs or banks | ₹1.25 lakh per member, ₹25 lakh per group | 90% | 6% to 7%* | 3 years | 1 quarter |
| Group loan via NBFC-MFIs | ₹1.25 lakh per member, ₹25 lakh per group | 90% | Up to 16% | 3 years | 1 quarter |
*NBCFDC's FAQ shows 6% and its pattern-of-finance page shows 7% for SHG loans through SCAs and banks; ask your agency which applies.
Timely-payment rebate: all schemes carry a 1% a year rebate for paying on time, shared equally between the channel partner and the borrower. In practice that can bring your 8% loan close to 7.5%.
The 15% balance. NBCFDC funds 85% of an individual project. The other 15% comes from the channel partner or from you; many state corporations ask the borrower to bring at least part of it.
The ₹25 lakh limit replaced the older ₹15 lakh limit from 1 April 2025, so ignore websites that still quote ₹15 lakh.
Eligibility
- You must belong to a caste in the OBC list notified by the Central or your State Government, with a caste certificate from the district administration.
- Annual family income: NBCFDC's current FAQ says up to ₹5 lakh, regardless of rural or urban area. Older material says ₹3 lakh. Ask your SCA which ceiling it is applying.
- Income can be proved with an income certificate from the competent authority, an Antyodaya or BPL card, or a self-certificate endorsed by a gazetted officer; when you apply at a partner bank, a self-certificate checked by the branch manager can be accepted.
- Landless agricultural labourers and small and marginal farmers from the backward classes, as assessed by banks, are treated as within the income limit.
- Education loan: admission to a recognised professional or technical course at graduate level or above, with at least 50% marks in the qualifying exam.
Documents you will usually need
- OBC caste certificate from the district authority
- Income proof (certificate, BPL/AAY card or endorsed self-certificate)
- Aadhaar, PAN, photographs and Aadhaar-linked bank account
- Project report with quotations for equipment, vehicle or stock
- Residence proof and any skill or experience certificate
- For education loans: admission or offer letter, fee schedule, mark sheets, and test scores for study abroad
How to apply for an NBCFDC loan
Online (recommended):
- Go to the PM-SURAJ portal (pmsuraj.dosje.gov.in), the Ministry's single window for credit to backward and marginalised groups.
- Register with your Aadhaar-linked mobile number and fill the loan application.
- Choose the scheme (individual, education or group) and your channel partner: the state corporation or a partner bank.
- Upload the caste certificate, income proof, project report and quotations.
- Track the status; NBCFDC says applicants receive SMS updates at each stage.
Offline: visit the district manager or office of your state backward classes corporation, or the district collectorate's welfare section, or a partner bank branch, and submit the paper form.
After you apply, the partner verifies your documents and site, sanctions the loan, takes security as per its norms (hypothecation of the asset, sometimes a guarantor), and usually pays the supplier directly. EMIs begin after the one-quarter moratorium.
Applying is free. Fake "NBCFDC loan" websites and WhatsApp agents asking for a processing fee are a known fraud pattern; report them at cybercrime.gov.in or on 1930. See how to report fake loan app fraud.
Worked example: ₹5 lakh tailoring and boutique unit (illustrative)
An OBC applicant plans a boutique with industrial sewing machines, fit-out and initial stock costing ₹5 lakh.
| Item | Amount |
|---|---|
| Project cost | ₹5,00,000 |
| NBCFDC loan (85%) | ₹4,25,000 |
| Balance (15%) from partner and/or applicant | ₹75,000 |
| Rate (loan above ₹1.25 lakh) | 8% a year |
| Repayment | 84 monthly EMIs after the moratorium |
With the EMI formula, P = ₹4,25,000, r = 8/12/100, n = 84:
- EMI ≈ ₹6,624, total interest ≈ ₹1,31,428.
- With the timely-payment rebate (effective rate about 7.5%): EMI ≈ ₹6,519, interest ≈ ₹1,22,576.
- The same loan at an illustrative 12% from a regular lender: EMI ≈ ₹7,502, interest ≈ ₹2,05,203.
So NBCFDC can save this borrower roughly ₹74,000 to ₹83,000 in interest over seven years. The calculation is simplified (monthly EMIs, rebate applied as a lower rate); your agency's schedule may differ. Check your own figures with the EMI calculator.
Why NBCFDC applications get stuck
- Caste certificate from the wrong list or authority, or a caste not in the state OBC list.
- Income proof not accepted, or family income above the limit.
- Project report without quotations or with an EMI the business cannot carry.
- Defaults on earlier loans, or a poor CIBIL record; read how to improve your CIBIL score.
- Partner has used up its allocation for the year; applying early in the financial year helps.
If NBCFDC is slow in your state, compare Mudra loans, PMEGP (OBC applicants get the higher special-category subsidy) and other government business loan schemes.
How to complain
- Write to the district office of your state backward classes corporation with your application number.
- Escalate to the corporation's head office or state backward classes welfare department.
- Contact NBCFDC directly: its FAQ lists the toll-free number 1800-102-3399 and info@nbcfdc.gov.in.
- Use CPGRAMS (pgportal.gov.in) for unresolved delays by a government body.
- For a partner bank that does not respond within 30 days, complain to the RBI Integrated Ombudsman at cms.rbi.org.in.
