Under Pradhan Mantri Matsya Sampada Yojana (PMMSY), fish farmers and fisheries entrepreneurs can get government assistance of up to 40% of the project cost (general category) or up to 60% (SC, ST and women) for activities such as new ponds, biofloc and RAS units, hatcheries, cage culture, ice plants, cold storage and fish vending vehicles. You pay the rest yourself or through a bank loan. Applications for individual projects go through your state or UT fisheries department.
Status as of October 2026: PMMSY started in 2020-21 with a total outlay of ₹20,750 crore. In a Lok Sabha reply dated 28 July 2026, the Department of Fisheries said the scheme had been continued till September 2026 in its existing form, after a NITI Aayog evaluation recommended continuation, and that ₹2,500 crore had been allocated for 2026-27. A second phase was under consideration, but its details had not been notified when we wrote this. Ask your district fisheries officer whether new beneficiary projects are being sanctioned in the current cycle before you invest.
How PMMSY is structured
PMMSY is an umbrella scheme with two parts:
- Centrally Sponsored Scheme (CSS): run by the states and UTs, with costs shared between the Centre and the state. Most individual farmer projects fall here.
- Central Sector (CS): fully funded by the Centre, covering national projects, fish farmer producer organisations, genetic improvement, harbour modernisation and the PM-MKSSY sub-scheme.
Subsidy rates and funding share
| Item | Rule as of October 2026 |
|---|---|
| Assistance, general category | Up to 40% of unit/project cost |
| Assistance, SC/ST/women | Up to 60% of unit/project cost |
| Centre:State share, North-East and Himalayan states | 90:10 |
| Centre:State share, other states | 60:40 |
| Union Territories | 100% Central |
| Balance cost | Beneficiary's own funds or bank loan |
Each activity has a unit cost ceiling in the operational guidelines (for example, per hectare of pond, per biofloc tank set or per RAS unit). The subsidy is calculated on the lower of your actual cost and that ceiling, so ask the fisheries office for the current unit cost of your activity before you plan.
Who is eligible
- Fishers, fish farmers, fish workers and fish vendors
- Self-help groups, joint liability groups and fisheries cooperatives
- Fish Farmer Producer Organisations (FFPOs) and companies
- Entrepreneurs and private firms
- State and central government entities for infrastructure projects
You normally need land (owned or on a registered lease for the required period) or water-body rights for culture projects, and some states also ask for training in the activity.
Worked example: a ₹10 lakh fish farming project
Suppose the approved unit cost of your project is ₹10 lakh (illustrative; actual ceilings depend on the activity).
| Applicant | Assistance | Your share |
|---|---|---|
| General category | 40% × ₹10,00,000 = ₹4,00,000 | ₹6,00,000 |
| Woman / SC / ST applicant | 60% × ₹10,00,000 = ₹6,00,000 | ₹4,00,000 |
In a state outside the North-East and Himalayan group, the ₹4,00,000 assistance for a general-category applicant is shared 60:40, so the Centre pays ₹2,40,000 and the state ₹1,60,000.
If you borrow your share at an illustrative 10% for 5 years:
- ₹6,00,000 loan → EMI ₹12,748, total interest about ₹1,64,894
- ₹4,00,000 loan → EMI ₹8,499, total interest about ₹1,09,929
Check the numbers for your bank rate with the EMI calculator. Fish farmers can also use a Kisan Credit Card for working capital such as feed and seed; for other farm-credit options see our guide to the agriculture gold loan.
Activities commonly supported
The exact list and unit costs vary by state plan, but beneficiary projects under PMMSY have commonly included:
- Construction of new rearing and grow-out ponds for freshwater and brackish water culture
- Biofloc and Recirculatory Aquaculture System (RAS) units, which raise output from a small area with little water exchange
- Fish and shrimp hatcheries and fish seed rearing units
- Cage culture in reservoirs and open-sea cage and seaweed culture
- Ornamental fish units
- Ice plants, cold storage, insulated trucks, and motorcycles or e-rickshaws with ice boxes for fish vendors
- Replacement or upgradation of fishing boats and safety equipment for marine fishers
Documents usually needed
- Aadhaar, PAN and passport-size photographs
- Caste certificate for SC/ST applicants
- Land ownership papers or a registered lease deed for the project site
- Bank passbook or cancelled cheque (account linked to Aadhaar)
- Detailed project report with cost estimates and quotations
- Training or experience certificate if your state requires it
- Bank loan sanction letter if part of your share is financed
How to apply for PMMSY, step by step
- Visit the district fisheries office (Assistant/Deputy Director of Fisheries) and ask which activities and unit costs are open for the current year.
- Prepare a DPR for your chosen activity. Many states publish model project formats.
- Apply through the state channel. Several states take PMMSY applications on their own fisheries portal; others accept forms at the district office. Fill in details and upload documents.
- Register on the National Fisheries Digital Platform (nfdp.dof.gov.in). The platform was launched under PM-MKSSY in 2024 and creates a digital identity used for credit, insurance and incentives.
- District and state approval. Your application is scrutinised, may be inspected on site and is included in the state's annual action plan sent to the Department of Fisheries.
- Arrange your share. Show own funds or a bank sanction.
- Implement and get inspected. Assistance is usually released in stages after physical verification of the work.
PM-MKSSY: the formalisation sub-scheme
The Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) runs from 2023-24 to 2026-27 with an estimated outlay of ₹6,000 crore. It supports registration on the National Fisheries Digital Platform, access to institutional credit, aquaculture insurance and traceability. By September 2026 the platform had over 37 lakh individual registrations.
Common reasons PMMSY applications get rejected
- No clear land or water rights. An unregistered lease is a frequent problem.
- Activity or district quota already filled. Approvals follow the state's annual plan and budget.
- Cost above unit ceiling without your own funds to cover the excess.
- Incomplete DPR or missing caste/women category proof when claiming 60%.
- Unit not completed or not as approved at inspection, which stops later releases.
If you also need a bank loan, a clean credit record helps; see our guide to government business loan schemes for credit-linked options like Mudra and PMEGP.
How to complain
- Start with the district fisheries officer, then the state Directorate/Commissioner of Fisheries.
- For bank-loan problems, complain to the branch and the bank's grievance officer; if unresolved in 30 days, approach the RBI Integrated Ombudsman at cms.rbi.org.in.
- For scheme-level grievances, use CPGRAMS (pgportal.gov.in) addressed to the Department of Fisheries.
There is no fee to apply for PMMSY. Ignore agents or websites asking for "registration charges" or a cut of the subsidy. If you are defrauded, report at cybercrime.gov.in or call 1930.
