"It says 'User ID locked. Please contact your branch' and my credit card bill is due tomorrow." If this is you, the one-line fix is: use the bank's official "forgot password" or "unlock user ID" option with your debit card and the OTP on your registered mobile, and if you did not cause the lock yourself, check your transactions for anything you did not make. Most locks are routine safety features; a few are early warnings that someone else has been trying your account.

Why net banking gets locked

Cause Typical message Usual fix
Several wrong password attempts "User ID locked / disabled due to incorrect attempts" Self-unlock online with debit card + OTP, or wait for an automatic reset (often about 24 hours)
Wrong OTP or transaction password attempts "Transaction rights locked" Reset transaction password online or via app
Password expired "Password expired, please reset" Reset with OTP
Long inactivity "User ID inactive / disabled" Re-register or unlock through app, or a branch request
Registered mobile changed or SIM replaced "Mobile number not registered" or no OTP received Update mobile at branch or through permitted channels, then reset
Login from a new device "Device not registered / binding failed" Re-bind device with OTP, sometimes with a cooling period before high-value transfers
Bank security block "Access restricted, contact bank" Call official customer care; verification needed
Account-level freeze or KYC due Login works but debits blocked See bank account frozen

Under RBI's Authentication Mechanisms for Digital Payment Transactions Directions, 2025, in force from 1 April 2026, every digital payment needs at least two authentication factors, at least one of them dynamic. Banks may now use device binding, biometrics, app-based tokens or passphrases in addition to SMS OTP, so you may see new verification steps after a reset. If the bank does not comply with these directions and you suffer a loss, it must compensate you in full.

What to do, step by step

In the first hour

  1. Read the exact error message. It tells you whether this is a password lock, a transaction lock, a device issue or a bank block.
  2. Try the official self-service reset. Go to the bank's official website (type the address; do not use search ads) or open the bank's official app and choose "Forgot password" or "Unlock user ID". You will usually need your customer ID or user ID, debit card number, expiry and ATM PIN, and an OTP on your registered mobile.
  3. Check whether the mobile app still works. Many banks treat app and web logins separately; you may be able to check balances and pay bills from the app while the web login is locked.
  4. If you did not cause the lock, look at your recent transactions in the app or by SMS mini-statement. If anything is unfamiliar, block the channel and call the bank's 24x7 fraud number at once.

On the first day

  1. Call official customer care if self-service fails. Ask what kind of lock it is, how to lift it and whether any suspicious attempt was recorded. Get a complaint number.
  2. Pay urgent dues another way. Use UPI, the app, a branch, or ask the biller for another channel. Keep proof that the lock was not your choice.
  3. Visit the branch with ID if your registered mobile has changed or the bank needs in-person verification. See how to change your mobile number in the bank.

If it is still unresolved

  1. Escalate in writing to the grievance redressal officer if the bank has not restored access within its stated timeline or keeps asking you to visit without a reason.
  2. Go to the RBI Ombudsman at cms.rbi.org.in if there is no final reply in 30 days. See bank not resolving your complaint.

Your rights if a lock reveals fraud

If you find a transaction you did not make, RBI's customer liability rules protect you as long as you report quickly:

  • Until 31 December 2026: zero liability for a third-party breach reported within three working days; capped liability (₹10,000 for most savings accounts) for days 4 to 7.
  • From 1 January 2027, at commercial banks: zero liability for a third-party breach reported within five calendar days, plus a one-time compensation of the lesser of 85% of net loss or ₹25,000 for losses up to ₹50,000 where you were negligent, if reported to the bank and 1930 within five calendar days.
  • Bank's fault: zero liability regardless of when you report.

Full details are in our guide on unauthorised transactions and zero liability.

Worked example: the cost of a lock near a due date

Your credit card bill of ₹40,000 is due on 15 October. Net banking locks on the evening of 14 October and you cannot get it reset until the 16th.

If you do nothing, a typical card would charge:

  • A late payment fee (depends on the bill slab and your card's schedule)
  • Loss of the interest-free period, so interest runs on the whole bill from each purchase date until you pay. Taking roughly one month of interest at an illustrative 3.5% a month (42% a year): ₹40,000 × 3.5% = ₹1,400, plus 18% GST on that interest of ₹252, so about ₹1,652, before the late fee.

If you pay ₹40,000 by UPI or at a branch on the 15th instead, the cost is ₹0. Our credit card interest calculator shows the cost for your own balance and rate. If you are charged anyway because a bank-side lock blocked every channel, ask the card issuer for a waiver, quoting your complaint number. See credit card payment not reflected for how to handle payments that are made but not credited.

If the lock was caused by someone else and you find a ₹60,000 unauthorised transfer, reporting on working day 2 means zero liability under the current rules; reporting on working day 6 means liability of the lower of ₹60,000 and ₹10,000 for a regular savings account, so you would bear ₹10,000 and the bank ₹50,000.

Ready-to-copy complaint message

Subject: Net banking user ID locked – request to restore access – customer ID [last 4 digits]

Dear Sir/Madam,

My internet banking user ID linked to customer ID [last 4 digits] has been
locked since [date/time] with the message "[exact message]".

[Choose one:]
- I attempted the online unlock/reset on [date] but it failed at [step].
- I did not attempt to log in at the time of the lock. Please confirm
whether any unauthorised login attempt was recorded and whether any
  transaction was made.

Please restore access or tell me exactly what verification is required,
and share a complaint reference number. My registered mobile number ends
in [last 4 digits].

[Name], [registered mobile], [customer ID last 4 digits]

What not to do

  • Do not share your password, OTP, ATM PIN or card CVV with anyone, including callers claiming to be from the bank's "unlock team". Banks do not ask for these.
  • Do not click links in SMS or email saying your net banking is blocked. Open the bank's app or type the website address yourself.
  • Do not install screen-sharing or remote-access apps to "fix" the lock.
  • Do not keep guessing passwords. Each wrong attempt can extend the lock.
  • Do not reuse your old password or the one you use for email and shopping sites when you reset it.

Key takeaways

  • Most net banking locks are caused by wrong attempts, expired passwords, new devices or a changed mobile number.
  • Self-unlock through the bank's official website or app with debit card details and an OTP usually works within minutes.
  • If you did not cause the lock, check transactions immediately and report anything unfamiliar to the bank and 1930.
  • RBI's 2025 authentication directions, in force since April 2026, mean new verification steps; banks must compensate fully for losses from non-compliance.
  • Pay urgent dues by UPI, app or branch while locked, and keep the complaint number to seek waivers.

Frequently asked questions

Why does net banking get locked?

Most often because of several wrong password or OTP attempts, an expired password, inactivity, a change of registered mobile number or device, or a security block placed by the bank after unusual activity. The error message usually hints at which one.

How long does a net banking lock last?

It depends on the bank and the reason. Locks after wrong password attempts often lift automatically after about 24 hours or can be cleared immediately through the 'forgot password' or 'unlock user ID' option. Security blocks need you to contact the bank.

Can I unlock net banking without visiting the branch?

Usually yes. Most banks let you reset the password or unlock the user ID online using your debit card details and an OTP on your registered mobile, or through the mobile banking app. A branch visit is needed if your mobile number is not registered or has changed.

Should I worry if my net banking was locked and I did not try to log in?

Yes, it can mean someone else tried to access your account. Check recent transactions immediately, change your password once unlocked, and report any transaction you did not make to the bank's 24x7 fraud line and 1930.

How can I pay urgent bills while net banking is locked?

Use the bank's mobile app or UPI if they work, pay at a branch or by cheque, or ask the biller for another channel. Note the lock and your complaint number in case you need to ask for a late fee waiver.
