AHIDF Scheme 2026: 3% Interest Subvention Dairy Loan
AHIDF scheme explained: 3% interest subvention for 8 years on loans up to 90% for dairy, meat and feed plants, who can apply, margins and a ₹1 crore example.

In this article
The AHIDF scheme (Animal Husbandry Infrastructure Development Fund) lowers the interest on loans for dairy, meat processing and animal feed plants by 3% a year for up to 8 years, on loans covering up to 90% of the project cost. It is not a cash grant: you take a normal term loan from a bank, NABARD, NDDB or NCDC, and the government pays part of the interest as long as you repay on time. It suits anyone planning a milk chilling or processing plant, a cattle feed unit, a breed multiplication farm or a meat processing unit.
Status as of October 2026: AHIDF was launched in 2020 with ₹15,000 crore. In February 2024 the Union Cabinet extended it up to 2025-26 with an outlay of ₹29,610.25 crore, folding in the earlier Dairy Processing and Infrastructure Development Fund. The official portal, ahidf.udyamimitra.in, shows that applications can be submitted and points to revised implementation guidelines. Because the 2024 approval was stated up to 2025-26, ask your lender to confirm that new sanctions will qualify for subvention before you commit money.
What AHIDF covers
| Feature | Terms as of October 2026 |
|---|---|
| Benefit | 3% per year interest subvention |
| Subvention period | Up to 8 years including up to 2 years' moratorium |
| Loan eligible | Up to 90% of project cost |
| Promoter margin (typical) | 10% micro/small, 15% medium, 25% others |
| Lenders | Scheduled banks, NABARD, NDDB, NCDC and other eligible institutions |
| Repayment | Commonly up to 10 years including moratorium |
| Credit guarantee | Guarantee cover for MSMEs and dairy cooperatives (CGTMSE / scheme fund) |
Eligible activities listed by the scheme and lenders include:
- Dairy processing and value-added dairy products (milk processing, chilling, ice cream, cheese, milk powder and similar)
- Meat processing and product diversification
- Animal feed plants, including total mixed ration and feed supplements
- Breed improvement technology and breed multiplication farms
- Veterinary vaccine and drug manufacturing
- Animal waste-to-wealth projects
- Primary wool processing
Eligible applicants: individual entrepreneurs, private companies, MSMEs, Farmer Producer Organisations (FPOs), Section 8 companies and dairy cooperatives.
Note that AHIDF is meant for processing and infrastructure. If you want to start a goat, sheep, poultry or piggery breeding farm with a capital subsidy, the National Livestock Mission subsidy is the closer fit.
Worked example: AHIDF on a ₹1 crore dairy plant
Suppose a small enterprise sets up a milk processing unit with a project cost of ₹1 crore.
- Promoter margin (10% for a micro/small unit) = ₹10,00,000
- Bank loan (90%) = ₹90,00,000
- Illustrative bank rate = 9.5% a year
- Structure: 2-year moratorium (interest paid monthly), then 96 monthly EMIs, so the loan closes in 10 years
| Period | Without AHIDF | With 3% subvention |
|---|---|---|
| Interest during each moratorium year | 9.5% × ₹90 lakh = ₹8,55,000 | Effective 6.5% → ₹5,85,000 |
| EMI after moratorium (96 months) | ₹1,34,198 | Same EMI is billed; subvention reduces your net interest cost |
| Total interest over 10 years | about ₹55.9 lakh | about ₹39.2 lakh net |
| Interest saved | about ₹16.7 lakh |
How the saving is worked out: the 3% is applied to the outstanding loan for the first 96 months (8 years including the moratorium). Summed month by month on this schedule it comes to roughly ₹16.7 lakh, against total interest of about ₹55.9 lakh. Subvention stops after year 8, so the last two years are at the full rate. Lenders differ in how the subvention is passed on (credited to your loan account or reflected in the rate), so ask for the mechanism in writing. You can model your own case with the EMI calculator.
Documents usually needed
- KYC of promoters (Aadhaar, PAN) and entity documents (incorporation certificate, partnership deed, cooperative registration, as applicable)
- Detailed project report with technical and financial viability
- Land documents or lease deed for the site
- Udyam registration for MSMEs; GST registration where applicable
- Last three years' financial statements and ITRs (for existing entities)
- Quotations for plant and machinery and civil work estimates
- Statutory approvals your project needs, such as FSSAI and pollution control consent
Security: lenders take a charge on the assets created. For MSMEs and dairy cooperatives, guarantee cover under CGTMSE or the scheme's guarantee arrangement can reduce collateral demands; other borrowers may be asked for collateral as per bank policy.
How to apply for AHIDF, step by step
- Prepare the DPR. Include capacity, raw milk or raw material sourcing, market tie-ups, cash flows and the debt service coverage ratio.
- Register on ahidf.udyamimitra.in. This is the official portal run with SIDBI. Choose your preferred lender.
- Upload documents and submit. The application is screened by the Department of Animal Husbandry and Dairying (DAHD).
- Lender appraisal. The bank, NABARD, NDDB or NCDC appraises and sanctions the loan.
- Approval of interest subvention. DAHD approves the project for subvention.
- Disbursement and claims. The lender disburses the loan and claims subvention periodically. Keep the account regular, because overdue periods can lose subvention.
The portal also offers handholding support. It carries an explicit warning that beneficiaries should not pay or transfer money to anyone offering to get a project approved.
Checklist before you apply
- Ask the lender in writing whether a sanction made now will qualify for the 3% subvention under the current guidelines.
- Lock in raw material supply: milk procurement tie-ups with village collection centres or cooperatives, or a feed ingredient sourcing plan.
- Get statutory approvals started early (FSSAI licence, pollution control consent, building plan), since disbursement often depends on them.
- Keep your own margin money in a separate account so you can show it on day one.
- Build a cash-flow buffer for the moratorium period, when you pay interest but the plant may not yet run at full capacity.
Why AHIDF applications fail
- Unbankable project report. Weak raw-material sourcing or no market plan is the most common reason lenders decline.
- Margin money not arranged. You must show the 10-25% promoter contribution.
- Credit history issues. Defaults or settlements on CIBIL. See how to check your CIBIL score free before you apply.
- Ineligible activity. Primary farming (keeping a few cows) is not AHIDF; it funds processing and infrastructure.
- Irregular repayment later. Subvention is for regular repayments, so missed EMIs can cost you the benefit.

How to complain
- Portal or approval delay: use the contact and grievance options on ahidf.udyamimitra.in and write to DAHD.
- Lender delay or refusal without reasons: complain to the branch and then the bank's grievance redressal officer; if unresolved after 30 days, file with the RBI Integrated Ombudsman at cms.rbi.org.in.
- Scheme-level grievances: file on CPGRAMS (pgportal.gov.in) addressed to the Department of Animal Husbandry and Dairying.
Use only the official portal. If someone takes money promising AHIDF approval, report it at cybercrime.gov.in or call 1930.
Key takeaways
- AHIDF gives 3% a year interest subvention for up to 8 years on loans covering up to 90% of the project cost.
- It funds dairy and meat processing, feed plants, breed multiplication farms, vaccines and waste-to-wealth projects.
- On a ₹90 lakh loan at 9.5%, the subvention can save roughly ₹16.7 lakh of interest over the 8-year window.
- Promoter margin is about 10% for micro/small units, 15% for medium and 25% for others.
- The 2024 extension ran to 2025-26 and the portal still accepted applications in October 2026; confirm subvention eligibility with your lender.
