Government Loan vs Subsidy vs Grant vs Credit Guarantee
Government loan, subsidy, grant or credit guarantee: what each means, who pays back what, a worked ₹10 lakh example, real scheme examples and how to apply safely.

In this article
A government loan must be repaid with interest, a subsidy reduces what you pay on a loan or project, a grant is money you do not repay if you meet the conditions, and a credit guarantee protects the bank, not you, so you still owe the full loan. As of October 2026, most Indian schemes for businesses, farmers and home buyers are a mix of these four, which is why "government loan" offers are so often misunderstood.
This guide explains what each one means in practice, uses real central schemes as examples, and shows with a ₹10 lakh example how much each type is actually worth. Scheme facts were checked against ministry portals, PIB and lender documents as of October 2026.
Who this applies to
- Small business owners and first-time entrepreneurs looking at PMEGP, Mudra, CGTMSE or PM Vishwakarma
- Farmers using a Kisan Credit Card with interest subvention
- Families applying for PMAY housing assistance in towns or villages
- Anyone who has been told by an agent that a scheme gives "free money" or an "interest-free loan"
The four types of government support, compared
| Type | Who receives the money | Do you repay it? | Typical example (as of October 2026) |
|---|---|---|---|
| Loan | You, from a bank or institution | Yes, principal plus interest | Mudra loan, PM SVANidhi loan, KCC crop loan |
| Capital subsidy | The lender, adjusted against your loan | No, if conditions are met | PMEGP margin money of 15% to 35% of project cost |
| Interest subsidy or subvention | The lender or your loan account | No, but it only reduces interest | PMAY-U 2.0 Interest Subsidy (up to ₹1.80 lakh), KCC 3% prompt repayment incentive, PM SVANidhi 7% interest subsidy |
| Grant | You, by direct benefit transfer | No, if conditions are met | PMAY-Gramin ₹1.20-1.30 lakh, PMAY-U 2.0 BLC assistance of at least ₹2.50 lakh |
| Credit guarantee | The lender, only if you default | You still owe the full loan | CGTMSE cover of 75% to 90% for MSE loans; Credit Guarantee Fund for Micro Units for Mudra |
Loan
A loan is the only one of the four that is fully repayable. Government involvement may lower the rate or remove the need for collateral, but the bank still checks your CIBIL record and repayment capacity, charges interest, and reports defaults. "Government loan" usually means a normal bank loan given under a scheme's rules. For the main business options, see our guide to government business loan schemes.
Capital subsidy
A capital subsidy pays a share of the project cost. Under PMEGP, the margin money subsidy is kept as a term deposit for three years, no interest is charged on that part of the loan, and it is then adjusted against the loan if the unit is still running. You never see it as cash. Details are in our PMEGP loan subsidy guide.
Interest subsidy or subvention
An interest subsidy reduces the interest you pay but not the principal you borrowed (unless, as in PMAY-U 2.0, the subsidy is credited to the loan account and lowers the outstanding principal). Under the Kisan Credit Card scheme, the government pays banks so that short-term crop loans are given at 7%, and a further 3% incentive for timely repayment brings the effective rate to 4%. The incentive is lost if you repay late. See our KCC interest subvention guide.
Grant
A grant is paid to you for a defined purpose, usually in instalments linked to progress. Housing grants under PMAY-Gramin and the PMAY-U 2.0 Beneficiary-Led Construction vertical are released by direct benefit transfer after each construction stage is geo-tagged. A grant is "free" only if you use it for the stated purpose: misuse, sale within a lock-in period or false declarations can lead to recovery.
Credit guarantee
A credit guarantee is a promise to the lender. CGTMSE, for example, guarantees collateral-free loans to micro and small enterprises up to ₹10 crore from banks (from 1 April 2025), covering 75% to 90% of the lender's loss. You may be charged the annual guarantee fee, which starts from 0.37% a year for credit up to ₹10 lakh. If you default, the bank can claim from the trust, but it must keep recovering from you, and the default stays on your credit report. Our CGTMSE collateral-free loan guide covers the details.
Worked example: what each type is worth on ₹10 lakh
Assume a business needs ₹10 lakh, a bank rate of 10% a year and a 5-year (60-month) repayment. These figures are illustrative; real schemes have their own caps and timing.
| Scenario | Amount you borrow | Monthly EMI | Total interest over 5 years | Money you never repay |
|---|---|---|---|---|
| Plain loan at 10% | ₹10,00,000 | ₹21,247 | ₹2,74,823 | Nil |
| 25% capital subsidy adjusted upfront | ₹7,50,000 bears interest | ₹15,935 | ₹2,06,117 | ₹2,50,000 |
| 3% interest subvention (rate 7%) | ₹10,00,000 | ₹19,801 | ₹1,88,072 | Nil (₹86,751 interest saved) |
| Guaranteed loan at 10%, no collateral | ₹10,00,000 | ₹21,247 | ₹2,74,823 | Nil; guarantee fee extra (about ₹3,700 in year one at 0.37%) |
| ₹2.50 lakh grant plus ₹7.50 lakh loan | ₹7,50,000 | ₹15,935 | ₹2,06,117 | ₹2,50,000 |
How the numbers work:
- EMI = P × r × (1 + r)^n / [(1 + r)^n − 1], where r is the monthly rate (10 ÷ 12 ÷ 100) and n = 60.
- Interest saved by the 3% subvention = ₹2,74,823 − ₹1,88,072 = ₹86,751.
- The guarantee does not change the EMI at all. Its value is that you got the loan without pledging property.
The lesson: a guarantee helps you get credit; a subsidy or grant changes what the credit costs. In practice, a capital subsidy like PMEGP is adjusted only after three years, so early EMIs may be worked out on the full loan with interest waived on the subsidy part. Try your own figures in the EMI calculator.
Documents usually required
Credit-linked schemes need both scheme documents and the lender's normal loan file:
- Aadhaar (with mobile number linked) and PAN
- Bank account in your name, seeded with Aadhaar for DBT schemes
- Category certificate (SC, ST, OBC, minority, disability) where a higher subsidy applies
- Income certificate for housing schemes (for example, EWS up to ₹3 lakh a year under PMAY-U 2.0)
- Udyam registration and a project report for business schemes
- Land or property documents for housing grants and home loans
- Self-declaration that you have not taken a similar government benefit before
How to apply through official channels
- Identify the scheme type first. If it is credit-linked (PMEGP, PMAY-U 2.0 ISS, PM SVANidhi), you need a lender willing to sanction the loan. If it is a grant (PMAY-G, PMAY-U 2.0 BLC), the local body or panchayat selects beneficiaries.
- Apply on the official portal. Use the KVIC PMEGP e-portal for PMEGP, the PMAY-U 2.0 Unified Web Portal (via pmay-urban.gov.in) for urban housing, pmayg.dord.gov.in for rural housing information, and the Jan Samarth portal (jansamarth.in) for several credit-linked schemes. Common Service Centres can help.
- Get the loan sanctioned where required. For guarantees, you apply only to the bank; the bank applies to CGTMSE.
- Keep the application number. Every portal issues one for tracking.
How to track status
- Credit-linked subsidies: track on the scheme portal with your application ID, and ask the bank for a written statement showing the subsidy credit in your loan account.
- Grants: each instalment appears on the PMAY portal and as a DBT credit in your bank passbook. The PFMS "Know Your Payments" service on pfms.nic.in can show central DBT payments using your account number.
- Guarantees: ask the bank whether the loan is covered and what guarantee fee it will recover, and check that it appears in your Key Facts Statement.
Common problems and fixes
- "Subsidy not credited." Check whether the lender actually filed the claim; most schemes put this duty on the lender. Ask for the claim date in writing.
- Aadhaar-bank mismatch stops DBT. Correct the name or seeding at the branch, then ask the implementing office to re-push the payment.
- Lock-in broken. Selling or renting out a subsidised house within five years under PMAY-U 2.0 can lead to recovery. Read the conditions before you sign.
- Being charged a "subsidy fee". No central scheme in this guide charges an application fee. Refuse and report it.
- Thinking a guarantee means waiver. A CGTMSE-covered loan in default is still your debt; read what to do if you cannot pay your EMI before the account becomes an NPA.
How to complain
- Lender first: for any loan, subsidy credit or guarantee-fee issue, write to the bank's grievance redressal officer and keep the reference number.
- RBI Integrated Ombudsman: if the bank does not reply within 30 days or you are not satisfied, file at cms.rbi.org.in.
- Scheme authority: for PMEGP, the KVIC or District Industries Centre; for PMAY, the urban local body or Block office and the state mission.
- CPGRAMS: file a grievance against the ministry at pgportal.gov.in.
- Fraud: if you paid a fake agent or website, report at cybercrime.gov.in or call 1930.
Key takeaways
- A loan is repaid with interest; a subsidy cuts the cost of a loan; a grant is not repaid if you follow the rules; a guarantee protects the lender only.
- On ₹10 lakh at 10% for 5 years, a 25% capital subsidy saves about ₹68,700 of interest plus ₹2.50 lakh of principal, while a 3% subvention saves about ₹86,750 of interest.
- Most subsidies go to the lender or your loan account, not to you in cash, and many have lock-in or "unit must be running" conditions.
- Apply only on official portals or through your bank, CSC, panchayat or urban local body, as of October 2026. Nobody needs to be paid to get a subsidy.
Frequently asked questions
What is the difference between a government subsidy and a grant?
A grant is money given for a purpose that you do not repay, such as PMAY-Gramin house assistance. A subsidy usually reduces the cost of something else, typically a bank loan, either by paying part of the project cost (capital subsidy) or part of the interest (interest subsidy). Both can be recovered if you break the scheme conditions.
Does a credit guarantee mean the government will repay my loan?
No. A credit guarantee such as CGTMSE protects the lender, not the borrower. If you default, the lender can claim part of its loss from the guarantee trust, but your debt, your CIBIL record and recovery action continue.
Is a subsidy credited to my bank account in cash?
Usually not. Most loan-linked subsidies are paid to the lender and credited to your loan account, sometimes after a lock-in period. Grants such as PMAY-G and PMAY-U 2.0 BLC are paid by direct benefit transfer to your Aadhaar-linked account in stages.
Can I get a subsidy without taking a bank loan?
Only under grant-type schemes. Credit-linked schemes such as PMEGP or the PMAY-U 2.0 Interest Subsidy Scheme need a sanctioned loan from an eligible lender, because the subsidy is adjusted against that loan.
Do I have to pay anyone to get a government subsidy or grant?
No. Applications on official portals such as the KVIC PMEGP portal, PMAY portals and Jan Samarth are free. A lender may charge normal processing fees or a guarantee fee where the scheme allows it, but agents charging to get a subsidy sanctioned are not part of any scheme.
