Mudra Loan Rejected? 9 Reasons, Fixes and Where to Complain
Mudra loan rejected? Find the real reason, fix CIBIL, documents or project report, reapply the right way, and escalate from branch to bank grievance to RBI.

In this article
You applied for a Mudra loan, waited for weeks, and the branch said no, often without a clear reason. A Mudra loan rejection is common and usually fixable: the bank has to tell you why, most reasons are about credit history, paperwork or repayment capacity, and if the bank broke a rule you can escalate from the branch to the bank's grievance officer to the RBI Ombudsman.
Rules here are as of October 2026.
Why Mudra loans get rejected
Mudra (Pradhan Mantri Mudra Yojana) gives collateral-free loans up to ₹20 lakh, but it is not a guaranteed "Pradhan Mantri small business loan". The bank, NBFC or microfinance institution lends its own money, backed by a credit guarantee, and still has to judge whether you can repay. These are the nine reasons we see most often:
- Low CIBIL score or a past default. An overdue account, written-off loan or "settled" status is the biggest red flag.
- Errors in your credit report. A loan you closed may still show as open, or someone else's account may appear on your report.
- Too many recent enquiries. Applying at five places in a month makes you look credit-hungry.
- Incomplete KYC or business proof. Mismatched names between PAN and Aadhaar, no Udyam registration, no shop licence or rent agreement.
- Weak project report. Sales projections that are not backed by anything, missing machinery quotations, or a plan that does not show where the EMI will come from.
- Cash flow too thin for the EMI. Your bank statements show low or irregular turnover compared with the loan asked for.
- Activity not covered. Crop loans, personal needs or buying a house are outside Mudra. See the Mudra-eligible business list.
- Outside the branch's service area or customer base. Some branches lend only near the business location or prefer existing account holders.
- Wrong category requested. Asking for Tarun Plus without having fully repaid a Tarun loan, or Tarun for a brand-new unit with no track record.
Worked example: when the EMI does not fit
Banks often look at the debt service coverage ratio (DSCR): the monthly cash your business generates divided by your total monthly EMIs. Many lenders look for 1.25 or more, though the threshold varies.
Say your shop earns a net ₹20,000 a month and you already pay an EMI of ₹6,000. You ask for a ₹5 lakh Kishore loan at an illustrative 11% over 5 years.
- New EMI = P × r × (1 + r)^n / [(1 + r)^n − 1] = ₹10,871
- Total EMIs = ₹6,000 + ₹10,871 = ₹16,871
- DSCR = ₹20,000 ÷ ₹16,871 = 1.19
That is below a 1.25 comfort level, so the bank may decline. Three fixes:
| Change | New EMI | DSCR |
|---|---|---|
| Same ₹5 lakh over 7 years | ₹8,561 | 1.37 |
| Borrow ₹4 lakh over 5 years | ₹8,697 | 1.36 |
| Borrow ₹3.5 lakh over 5 years | ₹7,610 | 1.47 |
Closing the existing ₹6,000 EMI first would also work. Test combinations in the EMI calculator before you reapply.
Step-by-step fix after a Mudra loan rejection
- Get the reason in writing. RBI's Fair Practices Code requires banks to convey the main reasons for rejecting any loan application in writing. Ask the branch for a rejection letter or email.
- Pull your credit report. Download free reports from CIBIL and the other bureaus. Check for overdue accounts, wrong entries and enquiries.
- Dispute errors. Raise a dispute with the bureau and the lender that reported the error; our CIBIL report error dispute guide explains the timelines.
- Clear or regularise defaults. Pay overdue amounts and get a no-dues letter. A "closed" account is better than "settled" for future lending.
- Fix the paperwork. Register on Udyam (free), match names across PAN, Aadhaar and bank account, and add business address proof.
- Rewrite the project report. Use conservative sales, attach quotations, and show monthly cash flow covering the EMI at least 1.25 times.
- Route income through one account. Three to six months of turnover in a current account makes your business visible.
- Right-size the loan. Ask for the category your track record supports; a repaid Shishu or Kishore loan is the path to Tarun.
- Reapply through the right channel. Your own bank branch, or online through Jan Samarth or Udyamimitra. Our guide on how to apply for a Mudra loan for a new business has the full checklist.
Your rights as a Mudra applicant
- Reasons for rejection. Under RBI's Fair Practices Code, lenders must tell you the main reasons for rejection in writing, for all loan sizes.
- No collateral up to ₹10 lakh. RBI instructions bar banks from taking collateral on loans up to ₹10 lakh to micro and small enterprises. Mudra loans up to ₹20 lakh are covered by the Credit Guarantee Fund for Micro Units, so collateral is not required.
- Acknowledgement and timelines. Banks must acknowledge loan applications, and many bank policies commit to decide MSE loans within about 2 to 4 weeks once the file is complete. Ask your branch for its timeline.
- No fees beyond those disclosed. The Key Fact Statement must list every charge. Nobody may ask you for cash, a "file charge" or a commission to approve the loan.
The RBI Ombudsman cannot overrule a bank's genuine credit judgment. It can act when a bank breaks rules, for example rejecting without reasons, demanding collateral contrary to RBI instructions, sitting on the file, or charging undisclosed fees.
Where to complain: escalation route
- Branch manager. Give a written complaint and keep the acknowledgement.
- Bank's grievance or nodal officer. Use the bank's complaint portal or email. Banks are expected to respond within 30 days.
- RBI Integrated Ombudsman. If there is no reply in 30 days, or you are unhappy with it, file at cms.rbi.org.in or call 14448. File within one year of the bank's reply. See what to do when a bank is not resolving your complaint.
- CPGRAMS. For public sector banks, you can also lodge a grievance at pgportal.gov.in under the Department of Financial Services. It is useful for scheme-delivery issues such as no response to a Mudra application.
- MSME Samadhaan is not for loan rejections. It handles delayed payments owed to MSMEs by their buyers. If a customer has not paid your invoices within 45 days, that is the right portal; a rejected loan is not.

What not to do
- Do not pay an agent who promises guaranteed Mudra approval. Fake Mudra websites and callers are a known fraud; report them as explained in our fake loan app fraud guide.
- Do not apply to many lenders in one week. Each hard enquiry is recorded.
- Do not inflate turnover or submit edited bank statements. This can lead to permanent rejection and legal trouble.
- Do not abandon the business plan. If Mudra does not fit, compare other government business loan schemes such as PMEGP with its subsidy.

Key takeaways
- A Mudra loan is not an entitlement; banks still check CIBIL, documents and repayment capacity.
- Ask for the rejection reason in writing; RBI's Fair Practices Code requires it.
- Most rejections are fixed by clearing defaults, correcting credit report errors, completing KYC and Udyam, and right-sizing the loan so the EMI fits your cash flow.
- Escalate in order: branch, bank grievance officer, then the RBI Ombudsman at cms.rbi.org.in after 30 days; CPGRAMS is an extra route for public sector banks.
- MSME Samadhaan covers delayed buyer payments, not loan rejections; never pay an agent for Mudra approval.
Frequently asked questions
Why was my Mudra loan rejected?
The most common reasons are a low CIBIL score or past default, incomplete KYC or business proof, a weak or unrealistic project report, cash flows that cannot cover the EMI, an activity that Mudra does not cover, or the branch's service-area rules. Ask the bank for the reason in writing; RBI's Fair Practices Code requires lenders to give the main reasons for rejecting a loan application.
Can a bank refuse a Mudra loan even though it is a government scheme?
Yes. Mudra is not an entitlement. The bank lends its own money and must appraise your credit history and repayment capacity. What it cannot do is reject without giving reasons, demand collateral for a micro or small enterprise loan up to ₹10 lakh, or ask for a bribe or agent fee.
How soon can I reapply after a Mudra loan rejection?
There is no fixed waiting period. Reapply once you have fixed the stated reason, for example after correcting a CIBIL error, adding missing documents or reducing the loan amount. Avoid applying to many lenders at once, since each hard enquiry is recorded on your credit report.
Where can I complain if my Mudra loan is rejected unfairly?
Write to the branch manager first, then the bank's grievance or nodal officer. If there is no reply within 30 days or the reply is unsatisfactory, file a complaint with the RBI Ombudsman at cms.rbi.org.in. For public sector banks you can also lodge a grievance on CPGRAMS (pgportal.gov.in).
Does a Mudra loan rejection affect my CIBIL score?
The rejection itself is not reported, but the hard enquiry made when the bank checked your report is, and several enquiries in a short time can lower your score slightly. Space out applications and fix the underlying problem before reapplying.
Can I get a Mudra loan with a low CIBIL score?
It is harder but not impossible, especially for small Shishu loans to first-time borrowers with no credit history. An active default or recent settlement usually leads to rejection, so clear overdue accounts and dispute any errors first.
