Dr Ambedkar Interest Subsidy 2026: Status and Alternatives
Dr Ambedkar interest subsidy for OBC/EBC students abroad: why fresh applications are stopped, what existing borrowers get, and options to use instead in 2026.

In this article
The Dr Ambedkar Central Sector Scheme of Interest Subsidy, which paid the moratorium interest on overseas education loans for OBC and EBC students, is not accepting fresh applications as of October 2026. The Ministry of Social Justice and Empowerment told banks to consider only existing beneficiaries with a cut-off date of 31 March 2022 "till further orders", and no reopening notice has been published since. If you are planning a Master's or PhD abroad now, plan your finances on the alternatives below rather than waiting for this subsidy.
This page explains what the scheme offered, what happened, what existing beneficiaries should check, and which active options can replace it.
What the scheme offered
| Feature | Terms under the scheme guidelines |
|---|---|
| Ministry | Ministry of Social Justice and Empowerment (MoSJE) |
| Nodal bank | Canara Bank |
| Who | OBC and Economically Backward Class (EBC) students |
| Courses | Master's, M.Phil and Ph.D. abroad |
| Loan type | Education loan under the IBA model scheme from a scheduled bank |
| Benefit | Interest during moratorium paid by the government |
| Moratorium | Course period + 1 year, or 6 months after getting a job, whichever is earlier |
| Income limit | OBC: creamy-layer limit (₹8 lakh); EBC: ₹2.5 lakh per the guidelines (some reports say both were later set at ₹8 lakh) |
| Times availed | Once, at Master's or Ph.D. level |
Secondary sources describe a ₹20 lakh cap on the loan eligible for subsidy and a reservation of 50% of funds for women; these could not be confirmed in a current official document.
Status as of October 2026: what happened
- Fresh applications stopped. Canara Bank's scheme page carries the Ministry's instruction not to consider or accept fresh applications under the scheme till further orders, and to consider existing beneficiaries with a cut-off date of 31 March 2022 only.
- FY 2022-23 claims not paid. Claims uploaded for the first time during FY 2022-23 were not considered for payment.
- Renewals put on hold. Reports from May 2024 say the Indian Banks' Association told banks that renewals for FY 2022-23 cases due in FY 2023-24 were also suspended until the Ministry issues updated guidelines.
- No reopening found. As of October 2026 there is no published notification restarting fresh applications.
Because the government has not formally announced a closure, wording on some websites still describes it as open. Treat any site taking applications or fees for the "Ambedkar education loan subsidy" with suspicion; the scheme never had a separate student application or fee, as claims were filed by banks.
If you are an existing beneficiary
- Ask your branch whether your loan was in the list of beneficiaries with the 31 March 2022 cut-off, and which years' claims were paid.
- Check your loan statement for interest subsidy credits. Interest that was not reimbursed stays your liability and may have been added to the loan.
- Decide whether to pay interest now. If subsidy has stopped and you are still in the moratorium, paying the monthly interest prevents it from compounding into the principal.
- Escalate to Canara Bank (the nodal bank) through your branch if you believe an eligible claim was missed.
Worked example: the cost now that the subsidy is gone
Priya, an OBC student, takes a ₹20 lakh bank loan for a two-year Master's abroad: ₹10 lakh at the start of each year, at an illustrative 10%. The moratorium is the course plus 1 year = 3 years.
- First tranche: ₹10 lakh × 3 years = 30 lakh-years
- Second tranche: ₹10 lakh × 2 years = 20 lakh-years
- Moratorium interest = 50 lakh-years × 10% = ₹5,00,000 (simple interest)
Under the old scheme, the government would have paid this ₹5 lakh. Today, over a 10-year repayment at 10% (illustrative):
| Situation | Principal at EMI start | EMI | Interest over 10 years |
|---|---|---|---|
| Moratorium interest paid by family during the course | ₹20,00,000 | about ₹26,430 | about ₹11,71,618 |
| Moratorium interest added to the loan | ₹25,00,000 | about ₹33,038 | about ₹14,64,522 |
Tax relief still available: in the first repayment year of the ₹25 lakh case, interest is about ₹2,43,000. Under Section 129 of the Income-tax Act, 2025 (old Section 80E), and only in the old tax regime, that interest is deductible in full. At the 30% slab plus 4% cess, the tax saved is about ₹75,800 a year in the early years. The new regime does not allow this deduction.

What to use instead in 2026
| Option | Who it suits | What to verify |
|---|---|---|
| NBCFDC education loan (via state channelising agency) | OBC students from lower-income families | NBCFDC's pattern of finance from 1 April 2025 lists education loans up to ₹25 lakh with repayment up to 10 years; income ceiling, rate and abroad limit should be confirmed with your state agency |
| Bank education loan for abroad | Anyone admitted to a recognised foreign university | Collateral above the bank's threshold, rate, margin money, TCS on remittances |
| Section 129 (old 80E) deduction | Parents or students paying interest under the old regime | Loan must be from a bank or approved institution |
| State overseas study schemes | Residents of states that run OBC/backward-class foreign study loans or scholarships | Your state social justice or backward classes department |
| University scholarships and assistantships | Strong academic profiles, especially for PhD | Funding letters before you borrow |
| Study in India under PM Vidyalaxmi/CSIS | Students open to a top Indian college | Family income and college list |
A ministry page on NBCFDC loans has described limits of ₹10 lakh for study in India and ₹20 lakh abroad at 4% (3.5% for women), while the 2025 pattern of finance shows a ₹25 lakh ceiling. Treat both as indicative and get the current terms in writing from the state channelising agency.

Common mistakes to avoid
- Assuming the subsidy will come later. Budget for the full moratorium interest unless you have written confirmation.
- Paying an agent who promises to "activate" the Ambedkar subsidy. There is no such service.
- Ignoring the old-vs-new regime choice. The Section 129 deduction only helps if the person paying interest files under the old regime.
- Weak co-borrower credit. Abroad loans are large and often need a co-applicant; check the score first with our free CIBIL check guide.
How to complain
- Write to your loan branch, then its grievance redressal officer, about unpaid claims for eligible years.
- If the bank does not resolve it within 30 days, complain to the RBI Integrated Ombudsman at cms.rbi.org.in.
- For scheme decisions, file a grievance against the Ministry of Social Justice and Empowerment on pgportal.gov.in (CPGRAMS).
Key takeaways
- As of October 2026, the Dr Ambedkar interest subsidy for overseas education loans is not taking fresh applications; only beneficiaries with a 31 March 2022 cut-off are considered.
- Claims first uploaded in FY 2022-23 were not paid, and renewals were later put on hold pending new guidelines.
- On a ₹20 lakh abroad loan at 10%, moratorium interest the scheme used to cover can be about ₹5 lakh.
- Use NBCFDC loans, bank loans with the Section 129 (old 80E) deduction, state schemes or scholarships instead.
- Never pay anyone to "get" this subsidy; claims were always filed by banks.
Frequently asked questions
Is the Dr Ambedkar interest subsidy scheme open for new applications in 2026?
No public notice of reopening could be found as of October 2026. Canara Bank, the nodal bank, has published Ministry of Social Justice instructions not to accept fresh applications till further orders, and to consider only existing beneficiaries with a cut-off date of 31 March 2022.
What did the Dr Ambedkar scheme cover?
It paid the interest during the moratorium on education loans taken under the IBA model scheme by OBC and EBC students for Master's, M.Phil and Ph.D. courses abroad. The moratorium was the course period plus one year, or six months after getting a job, whichever came earlier.
I already got the subsidy before 2022. Will I keep getting it?
The Ministry's instructions say existing beneficiaries with a cut-off date of 31 March 2022 will be considered. Claims first uploaded in FY 2022-23 were not taken up for payment, and renewals were later put on hold too, so confirm your exact status with your bank branch and Canara Bank.
What can OBC students use instead to study abroad?
Options include NBCFDC education loans through your state channelising agency, a regular bank education loan with the tax deduction on interest, state government overseas study schemes, and university scholarships. If you choose to study in India, PM Vidyalaxmi and CSIS give interest support.
Is education loan interest for study abroad tax deductible?
Yes. Interest paid on an education loan from a bank or approved institution is deductible under Section 129 of the Income-tax Act, 2025 (old Section 80E) for up to eight years, with no upper limit, but only under the old tax regime.
