DBT Payment Not Received? How to Trace a Delayed Benefit
Government benefit not credited? Check PFMS and Aadhaar-bank mapping, read the failure reason, fix it at the right office, escalate on CPGRAMS. Oct 2026.

"The portal says my benefit was paid, but nothing reached my account." If this is you, the one-line fix is: find out where the payment stopped, at the scheme department, at PFMS, or at the bank, because each stage has a different fix and a different office. Most stuck Direct Benefit Transfer (DBT) payments come down to one of four things: Aadhaar mapped to a different bank account, an inactive or closed account, a name or data mismatch, or the scheme not yet approving your record.

Who this applies to
This guide is for anyone expecting money from a government scheme directly in a bank account, for example:
- Farmers waiting for a PM-KISAN instalment (see the detailed PM-KISAN payment pending guide)
- Students waiting for a scholarship on the National Scholarship Portal or a state portal
- LPG consumers expecting a subsidy, pensioners under social-security schemes, MGNREGA workers, or beneficiaries of housing and welfare schemes
- Jan Dhan account holders receiving benefits (see PM Jan Dhan Yojana)
How DBT money reaches you
Understanding the chain tells you where to look.
| Stage | Who handles it | What can go wrong |
|---|---|---|
| 1. Eligibility and approval | Scheme department (central or state) | Application pending, verification incomplete, eKYC missing |
| 2. Payment file | Department, through PFMS or a state treasury system | Beneficiary validation failed, wrong account or IFSC in records |
| 3. Routing | NPCI (Aadhaar Payment Bridge) for Aadhaar-based payments | Aadhaar not mapped, or mapped to another bank |
| 4. Credit | Your bank | Account closed, dormant, frozen, KYC pending, limits on small accounts |
Two routes are common. In account-based payments, the department sends money to the account number and IFSC in its records. In Aadhaar-based payments, the department sends money to your Aadhaar number, and NPCI routes it to whichever bank account is currently mapped to that Aadhaar. The second route is where most "paid but not received" cases come from.
Documents to keep ready
- Scheme application ID, registration number or beneficiary code
- Aadhaar number (and the mobile number linked to it)
- Bank passbook or statement covering the expected credit date
- Bank name, account number and IFSC of every account you hold
- Any SMS or portal screenshot showing the payment as "sent" or "failed"
Step by step: tracing the payment
Step 1: Check the scheme's own status page
Most schemes have a "know your status" or "application status" page. Note what it says: "pending at state", "approved", "payment generated", "payment success" or "payment failed". If it is still pending approval, the issue is with the department, not the bank.
Step 2: Check PFMS
On pfms.gov.in (the older pfms.nic.in address now points there), the Payment Status menu has two public tools:
- Know Your Payment: enter your bank and account number; an OTP is sent to the mobile number registered with that bank (or through the Sandes app). It lists payments to that account.
- DBT Status Tracker: choose your scheme category (such as NSP, PMKISAN, PAHAL or NREGA), pick "Payment" or "Beneficiary Validation", and search by application ID, beneficiary code or account number. It covers roughly the last two years.
Our PFMS payment status guide explains each status message.
Step 3: Check which account your Aadhaar is mapped to
Use the Bank Seeding Status check on the UIDAI myAadhaar portal, or the BASE service in the Consumer section of npci.org.in. If it shows a different bank, or "inactive", that explains a payment sent but not received. See Aadhaar bank linking vs NPCI mapping.
Step 4: Check the bank account itself
Look for a frozen, dormant or closed status, or pending KYC. A dormant account may need reactivation (how to reactivate) and pending KYC needs a KYC update.
Common problems and fixes
| What you see | Likely reason | Fix |
|---|---|---|
| Scheme says paid, PFMS shows success, no credit | Money went to another Aadhaar-mapped account | Check mapping; check statements of your other accounts |
| "Aadhaar not mapped" or "not seeded" | Aadhaar not linked in the NPCI mapper | Give a seeding consent form at your bank branch |
| "Account closed" or "account blocked" | Old account in scheme records | Update a working account with the scheme department |
| "Invalid account" or IFSC error | Typo, or branch merged and IFSC changed | Submit correct details with a passbook copy |
| "Name mismatch" | Name differs across Aadhaar, bank and application | See name mismatch fixes |
| Status stuck at "pending at state/district" | Verification not done | Contact the district or block office for that scheme |
| Inactive Aadhaar | Aadhaar deactivated or biometrics not updated | Visit an Aadhaar centre; UIDAI helpline 1947 |
Worked example: how much is pending
Suppose you are a PM-KISAN beneficiary. The scheme pays ₹6,000 a year in three instalments of ₹2,000. Your status shows two instalments as "payment success" but your passbook shows no credit, and the bank seeding check shows Aadhaar mapped to an old account you opened in another bank.
- Amount shown as paid: 2 × ₹2,000 = ₹4,000
- Where it is: likely in the old, Aadhaar-mapped account, not lost
- Action: check that old account's statement. If the money is there, withdraw or transfer it, and re-seed Aadhaar to your preferred account with a fresh consent form if you want future instalments there.
If instead PFMS shows "failed", the ₹4,000 returns to the government account. After you fix the cause, ask the scheme office in writing whether those instalments will be re-processed.
How to complain
| Step | Where | Use it for |
|---|---|---|
| 1 | Scheme helpline or portal grievance (PM-KISAN: 155261) | Approval pending, wrong details in scheme records |
| 2 | Bank branch, then the bank's grievance officer | Seeding not done, account frozen, credit received but not shown |
| 3 | PFMS "Post Grievance" link on pfms.gov.in | Payment status queries on PFMS itself |
| 4 | CPGRAMS, pgportal.gov.in | Department not responding; keep the registration number |
| 5 | RBI Ombudsman, cms.rbi.org.in or 14448 | Bank fails to reply within 30 days on a bank-side issue |
CPGRAMS states that grievances sent by email are not taken up, so file on the portal itself.
Ready-to-copy complaint
Subject: DBT payment not received – [scheme name], application/beneficiary ID [ID]
I am a beneficiary of [scheme] with ID [ID]. The scheme portal / PFMS shows
[status, e.g. "payment success" on [date] for ₹[amount]], but the amount has
not been credited to my account [bank, last 4 digits].
My Aadhaar bank seeding status shows: [bank name / not mapped / inactive].
Please (1) confirm the account and date to which the payment was sent,
(2) tell me if it failed and why, and (3) re-process it after correction.
Name: [name as per Aadhaar], Mobile: [number], District: [district]
What not to do
- Do not pay agents or "fixers" who promise to release pending money. PFMS states that it does not ask beneficiaries for money.
- Do not click links in SMS or WhatsApp claiming your "DBT is blocked". Type the official address yourself.
- Do not share OTPs received during status checks with anyone.
- Do not close the old account before checking whether benefits have been landing in it.
- Do not seed Aadhaar to many banks casually; the last seeding generally decides where DBT goes.
Key takeaways
- Trace the payment stage by stage: scheme approval, PFMS, Aadhaar mapping, bank account.
- "Paid but not received" usually means the money went to another Aadhaar-mapped account.
- PFMS Know Your Payment and DBT Status Tracker are free on pfms.gov.in.
- Failed DBT credits go back to the government; re-payment after a fix depends on the scheme.
- Escalate through the scheme helpline, your bank, then CPGRAMS; never pay an agent.
Frequently asked questions
Why is my DBT payment not received even though the scheme shows it as sent?
Usually the money went to a different bank account, because Aadhaar-based DBT is credited to the account last seeded in the NPCI mapper, or the bank rejected it because the account was closed, frozen or not KYC-compliant. Check your Aadhaar-bank mapping and the PFMS payment status to find out which.
How do I check DBT payment status online?
Use Know Your Payment on pfms.gov.in with your bank name and account number, or the DBT Status Tracker there with your scheme, application ID or beneficiary code. Many schemes such as PM-KISAN and the National Scholarship Portal also show status on their own portals.
Will I get the money if a DBT payment failed?
A failed credit is returned to the government account, not lost. After you fix the reason, the scheme department can re-process the payment if you are still eligible, but re-payment depends on the scheme's rules, so ask the department in writing.
Where do I complain if my DBT payment is not received?
Start with the scheme's own helpline or grievance module, then your bank for seeding or account issues. If the department does not respond, file a grievance on CPGRAMS at pgportal.gov.in. Bank failures can go to the RBI Ombudsman at cms.rbi.org.in after 30 days.
Should I pay an agent to get my pending DBT money released?
No. Status checks on PFMS, UIDAI and scheme portals are free, and PFMS itself states that it does not seek money from beneficiaries to process payments. Anyone asking for a fee to release a benefit is likely a fraud.
