UPI International Payment Not Working Abroad? Fixes
UPI not working abroad? Check activation, bank support, the merchant's QR and internet, use a backup, and learn the charges and how to dispute a failed payment.

In this article
"I scanned the QR at a café in Dubai, entered my PIN, and the app said 'transaction not permitted'." In most cases the fix is one of three things: UPI International is not activated (or has expired) for that bank account, your bank does not support it, or the merchant's QR is not on a UPI-linked network. Check the activation screen in your app first, then try another linked bank, and keep a card ready as backup.
This guide walks through why UPI fails abroad, a quick diagnosis table, the fix steps, what you pay in charges, and how to dispute a payment that failed but was debited, as of October 2026. For problems with UPI in India, see our main guide on UPI not working.
Why it happens
UPI abroad works only when four things line up: your bank allows international UPI, you have switched it on in your app for a period, the merchant's QR or terminal is connected to UPI through NPCI International's partner network, and your phone has internet. Break any one link and the payment fails.
Some points people miss:
- It is merchant payments only. UPI International lets you pay enabled shops and services abroad. It is not a way to send money to a foreign person's account; that is a remittance with its own rules.
- Not every QR abroad is UPI. Many countries have their own QR schemes. Only QR codes or terminals that accept UPI through a partner link will work, usually marked with the UPI logo.
- Activation is temporary. Apps switch it off after the period you chose, often between a few days and about 90 days.
- Your bank decides limits. International UPI limits are set by the bank and app within NPCI rules and are often lower than domestic limits.
Quick diagnosis
| Error or symptom | Likely cause | Fix |
|---|---|---|
| "Transaction not permitted" or "international not enabled" | UPI International off or expired for that account | Activate it in the app with your PIN |
| No international option in the app | Your bank does not support it, or the app does not | Link another bank or try another UPI app |
| "Invalid QR" or app does not recognise the code | Merchant's QR is a local scheme, not UPI-linked | Pay by card or cash |
| Payment stuck on loading | Weak roaming data or café Wi-Fi | Switch network; check the receipt before paying again |
| "Limit exceeded" | Bank's international daily or per-payment cap | Split purchases or use a card |
| Debited but merchant says not received | Failed or delayed transaction | Do not repay; note the reference; raise a complaint |
| SMS or device verification failing | Bank-registered SIM missing or not working | Keep the registered SIM in the phone; enable roaming |
Step-by-step fix
- Check activation. In your UPI app, open the bank account or payment settings and look for international payments. If it shows inactive or expired, activate it, choose the period covering your trip, and confirm with your UPI PIN. Doing this in India before you fly avoids network issues.
- Confirm the bank supports it. If there is no option at all for that account, your bank may not offer UPI International yet. Try another linked bank account, or ask your bank.
- Check the merchant. Ask whether they accept UPI specifically, not just "QR". Look for the UPI logo. If the app says the QR is invalid, it is not on a UPI-linked network.
- Fix connectivity. UPI needs live internet. Turn on roaming data or use a trusted network. Keep the SIM registered with your bank in the phone, because device binding may check it.
- Read the rupee amount before entering the PIN. The app shows the foreign amount and the rupee amount that will be debited, including the bank's conversion. If it looks wrong, cancel.
- If the payment hangs, do not pay again. Ask the merchant to check whether it arrived. Save the screen and reference number.
- Keep a backup. Carry an international debit, credit or forex card and some local cash. Our comparison of forex card vs credit card vs debit card covers the costs.
What it costs
The UPI app typically charges no fee, but your bank converts the foreign amount into rupees at its own exchange rate and may add a markup or fee. Compare that with your card's markup before choosing. Overseas spending also falls within the Liberalised Remittance Scheme framework; check with your bank how tax collected at source rules apply to your total foreign spending for the year.
Worked example
Ritu pays AED 50 for lunch in Dubai by UPI. Suppose the mid-market rate is ₹23.80 per dirham and her bank's rate includes a 1.5% markup.
- Mid-market cost: 50 × ₹23.80 = ₹1,190
- Bank rate: ₹23.80 × 1.015 = ₹24.157 per dirham
- Amount debited: 50 × ₹24.157 = ₹1,207.85, about ₹18 more than mid-market
If her card charged a 3.5% markup plus GST on that markup, the same lunch would cost noticeably more, so UPI can be cheaper where accepted. Rates here are illustrative; your app shows the actual rupee amount before you enter the PIN. When a card terminal offers to charge you in rupees instead, read pay in rupees or local currency abroad first.
When the payment failed but money was debited
RBI's turnaround time rules for failed transactions require your bank to reverse a failed merchant payment within T+5 days and pay ₹100 a day for delay. How this applies to cross-border UPI can depend on the partner network, so treat it as the standard to cite rather than a guarantee.
Escalate in this order:
- UPI app: raise a complaint on the transaction in the help section, citing "debited, merchant not received".
- Your bank: customer care, then the grievance or nodal officer, with the reference number and the merchant's confirmation that nothing arrived.
- NPCI: if unresolved, use "UPI Help" in the app or the dispute redressal option at npci.org.in.
- RBI Ombudsman: if the bank rejects it or does not reply within 30 days, file at cms.rbi.org.in within 90 days of the bank's reply or deadline. Our guide on UPI payment failed but money debited covers the domestic timelines in detail.
If you see international UPI payments you did not make, block UPI through your bank immediately and report to 1930 or cybercrime.gov.in.
Sample complaint
Subject: Failed UPI International payment debited - Ref [UPI reference]
Dear Sir/Madam,
On [date] at [local time, country], I made a UPI International payment
of [foreign amount] (Rs [rupee amount]) to [merchant name] from my
account ending [last 4 digits]. UPI Reference: [number].
The merchant did not receive the payment, but my account was debited.
Please reverse the amount and credit any compensation due under RBI's
turnaround time rules for failed transactions.
Merchant receipt/confirmation attached. Complaint ID in app: [if any].
Name: [your name] Registered mobile: [number]
What not to do
- Do not pay twice because the app is slow. Confirm with the merchant first.
- Do not activate UPI International for longer than your trip. A shorter window limits misuse.
- Do not scan QR codes handed to you by strangers abroad any more than at home.
- Do not rely on UPI alone. Acceptance is patchy even in listed countries.
- Do not search for a "UPI international helpline" online. Use the help section in your app or your bank's official site.
Key takeaways
- UPI abroad needs bank support, in-app activation, a UPI-linked merchant and internet; check them in that order.
- Activation is time-limited, often from a few days up to about 90 days; renew it before travelling.
- The app usually charges nothing, but your bank's exchange rate and markup decide the rupee cost.
- If a payment fails but is debited, do not repay; raise a complaint and escalate to the bank, NPCI, then the RBI Ombudsman after 30 days.
- Always carry a card and some local cash as backup.
Frequently asked questions
How do I activate UPI International?
Open your UPI app, go to the bank account settings or payment management, find the international payments option, select the countries or period, and confirm with your UPI PIN. The option appears only if your bank supports UPI International.
Why does my UPI International activation keep expiring?
Activation is time-limited for safety. Depending on the app, you choose a period that can be as short as a few days and up to about 90 days. Re-activate it in the app before or during your trip.
Which countries accept UPI?
As of October 2026, UPI can be used at enabled merchants in a limited set of countries, including Bhutan, Nepal, Sri Lanka, Mauritius, the UAE, Singapore, France and Qatar, with more being added through NPCI International. Acceptance is merchant-by-merchant, so check NPCI International's current list and look for the UPI logo.
Are there charges for UPI payments abroad?
The app usually charges no fee, but your bank converts the amount into rupees at its exchange rate and may add a markup or fee. The rupee amount shown before you enter your PIN is what will be debited.
A UPI payment abroad failed but money was debited. What now?
Do not pay again until you know whether the merchant received it. Note the reference number and raise a complaint in your UPI app. Failed payments are normally reversed by your bank; if not, escalate to the bank, then NPCI, then the RBI Ombudsman.
