UPI Not Working? Common Causes and Fixes That Work
UPI not working today? Check if it's your bank, the app, your SIM or an NPCI outage, decode common error codes, and know your refund rights if money got stuck.

In this article
"UPI isn't working, and I need to pay now." Start with the fastest test: try a different linked bank account or a different UPI app. If the other one works, the problem is your bank or your app, and you can pay from the working route right away. If nothing works anywhere, it is probably your phone, your network or a wider outage, and the fix is to wait, switch to a card, cash or net banking, or use *99# without internet.
This guide walks through a quick diagnosis, what common error codes mean, problems linked to your SIM and mobile number, and your rights if money is stuck, as of October 2026.
Five-minute diagnosis
Work down this list in order. Most people find the cause in the first three checks.
| Check | How to test | If this is the cause |
|---|---|---|
| 1. Mobile data or Wi-Fi | Open any website; switch between data and Wi-Fi | Move to better signal; restart phone |
| 2. Your bank | Try paying from another bank linked in the same app | Use the other bank; wait for your bank to recover |
| 3. The app | Try the same bank in another UPI app or your bank's own app | Update or clear cache of the failing app |
| 4. SIM and registered number | Is the bank-registered SIM in this phone and active? | Insert the right SIM; update number with bank |
| 5. PIN or limit | Look at the error message | Reset PIN or wait for limit reset |
| 6. Wider outage | Payments fail across banks and apps | Wait; use card, cash or net banking |
Common error messages and what they mean
| Error or code | Meaning | What to do |
|---|---|---|
| U30 "Debit has failed" | Your bank could not complete the debit | Retry later or use another bank |
| U16 "Risk threshold exceeded" | Blocked by a bank risk or limit check | Wait, use a smaller amount, or call bank |
| Z9 "Insufficient funds" | Available balance too low | Check holds and the available balance |
| ZM "Invalid UPI PIN" | Wrong PIN | Re-enter carefully; reset if forgotten |
| "Bank server not responding" / timeout | Your bank or the receiver's bank is slow | Wait 15 to 30 minutes |
| "Device not registered" / "SIM not found" | Registered SIM is missing or changed | Insert the bank-registered SIM and re-register |
| "UPI ID does not exist" / "VPA not found" | Receiver's UPI ID is wrong or deactivated | Confirm the ID; pay by phone number or QR |
Exact codes and wording vary between apps. If the code is about limits or blocks, see our guide on UPI limit exceeded or blocked. For PIN errors, see forgot UPI PIN.
Step-by-step fixes
Right now
- Switch bank or app as described above. Linking a second bank account in your UPI app is the single best protection against downtime.
- Restart the phone and toggle airplane mode to refresh the network.
- Update the app from the official app store. Old versions can stop working when NPCI changes its technical rules.
- Check the SIM. UPI apps verify your device by sending an SMS from the SIM registered with your bank. On dual-SIM phones, make sure the app is set to use that SIM, and that it has SMS balance or an active plan.
Within the same day
- Clear the app's cache (not data) from phone settings. If that fails, uninstall, reinstall and register again with the bank-registered number. Your money and UPI ID are not affected.
- Check your bank's official channels for scheduled maintenance. Banks often schedule downtime late at night.
- Use offline UPI. Dial *99# from your bank-registered mobile number to make basic UPI payments without internet, or use UPI 123PAY on a feature phone.
If it still does not work
- Call your bank's official helpline and ask whether UPI is active on your account and linked to the right number.
- Raise a written complaint if the bank cannot fix it, then escalate to the grievance redressal officer, and after 30 days to the RBI Ombudsman.
Problems linked to your mobile number
Two NPCI rules quietly stop UPI for many people.
- Revoked and recycled numbers. From April 2025, banks and UPI apps must check their records against the Mobile Number Revocation List at least weekly. If your old number was disconnected (telecom operators can deactivate numbers after a period of no use and later reassign them), UPI IDs linked to it can be deactivated. The fix is to update your registered number with the bank and register UPI again; see change mobile number in bank.
- Inactive UPI IDs. NPCI has asked apps to deactivate UPI IDs and numbers that have not been used for a year. Re-register in the app if this has happened.
Also note that apps are limited to about 50 balance checks per day per app from 1 August 2025, so a "balance check failed" message after many checks is not a fault; your balance also appears in transaction alerts.
If money got stuck while UPI was not working
During an outage, some payments fail after debiting your account or stay pending. You are protected by RBI's turnaround time (TAT) circular of 20 September 2019:
| Scenario | Reversal deadline | Compensation if late |
|---|---|---|
| UPI transfer: debited, receiver not credited | T+1 | ₹100 per day of delay |
| UPI merchant payment: debited, merchant not confirmed | T+5 | ₹100 per day of delay |
"T" is the date of the transaction. The bank must pay compensation automatically, without your claim.
Worked example
During a bank outage on 12 March, Sanjay tries to pay ₹1,800 for medicine three times. All three show failed, and all three debit his account.
- Total debited: 3 × ₹1,800 = ₹5,400.
- He finally pays by card. The pharmacy confirms it never got the UPI payments.
- These are merchant payments, so the deadline is T+5 = 17 March.
- Two reversals arrive on 13 March. The third arrives on 20 March, 3 days late.
- Compensation for the third: 3 × ₹100 = ₹300. Sanjay should get back ₹5,400 plus ₹300.
The bigger lesson: after the first failure, switch method instead of retrying. Repeated attempts can lock up money you need for other bills. More detail is in our guide on UPI payment failed but money debited.

3. reverse any amounts debited for failed attempts (UTRs: [list]) as per
RBI's TAT circular dated 20 September 2019, with compensation if due.
Name:
Customer ID (if known):
Where to complain
| Step | Where |
|---|---|
| 1 | App help section and your bank's customer care |
| 2 | Bank's grievance redressal / principal nodal officer |
| 3 | RBI Integrated Ombudsman: cms.rbi.org.in, 14448 (after 30 days; file within 90 days) |
| Optional | NPCI's dispute redressal page on npci.org.in for unresolved UPI disputes |
Under the Reserve Bank – Integrated Ombudsman Scheme, 2026, the Ombudsman can award up to ₹3 lakh for time, expenses and harassment, plus up to ₹30 lakh for proven consequential loss.
What not to do
- Do not call "UPI helpline" numbers from search results or social media. Outages bring a rush of fake support accounts.
- Do not install screen-sharing or "repair" apps a caller recommends.
- Do not share your PIN or OTP to "activate" UPI.
- Do not retry the same payment many times during an outage.
- Do not download modified or third-party UPI apps from links; use only official app stores.
Build in a backup
Keep two bank accounts linked in your UPI app, carry one card, and keep a little cash for essentials. If an outage left you short for a fixed payment, the EMI calculator helps you work out how big a buffer your monthly loan commitments need. And watch for scam calls offering to "fix" UPI; our guide on UPI scams and what to do lists the common tricks.
Key takeaways
- Test another bank or app first: it tells you within a minute whether the problem is your bank, your app or everything.
- Check that the bank-registered SIM is in the phone and active; UPI depends on it.
- UPI IDs linked to disconnected or unused numbers can be deactivated under NPCI rules; re-register with your current number.
- If money is debited during a failure, RBI requires reversal by T+1 (transfers) or T+5 (merchant payments), plus ₹100 a day if late.
- Use *99# or other payment methods during outages, and never call unofficial helpline numbers.
Frequently asked questions
Why is my UPI not working today?
The most common reasons are your bank's server being down, poor mobile network, an outdated app, a changed or inactive SIM, a blocked or expired PIN, or hitting your daily limit. Occasionally NPCI's UPI system itself faces an outage, which affects all apps at once.
How do I know if the UPI server is down?
If payments fail on several apps and from more than one bank, it is likely a system-wide issue. If only one bank fails while another linked bank works, the problem is with that bank. Banks and NPCI usually post updates on their official social media accounts.
Why was my UPI ID deactivated?
Banks and apps deactivate UPI IDs linked to mobile numbers that have been disconnected or reassigned, under NPCI rules on revoked mobile numbers, and NPCI has asked apps to deactivate UPI IDs unused for more than a year. Re-register in the app with your active, bank-registered number.
UPI is not working but money was debited. What should I do?
Wait and check with the receiver before paying again. If the receiver did not get the money, RBI's rules require reversal by the next day for transfers or within five days for merchant payments, with ₹100 per day compensation if the bank is late.
Can I use UPI without internet?
Yes, for basic payments. You can dial *99# from your bank-registered mobile number to use UPI over USSD, or use UPI 123PAY on feature phones. Limits are lower than app-based UPI.
