"UPI says limit exceeded" or "your UPI has been blocked" usually means one of four things: you hit a daily amount or count limit, you are in the cooling period after a new device or PIN reset, you entered the wrong PIN too many times, or your bank has paused UPI for a security check. The quick fix: identify which one from the error message, then wait out the timer, reset your PIN, or call your bank's official helpline. For large payments you cannot postpone, use NEFT, RTGS or IMPS.

This guide sets out the limits as of October 2026, how long each block lasts, and what to do if the bank has blocked you without explanation.

The UPI limits that apply in October 2026

NPCI sets the outer limits; each bank can set lower ones. The figures below are NPCI's, plus the most common bank practices.

Type of payment Per transaction Per day
Person-to-person (P2P) transfer Up to ₹1 lakh ₹1 lakh
Regular merchant payment (P2M) Up to ₹1 lakh ₹1 lakh (bank-dependent)
Verified merchants: insurance, capital markets, travel, collections, GeM and tax Up to ₹5 lakh Up to ₹10 lakh
Credit card bill payment by UPI Up to ₹5 lakh ₹6 lakh
Hospitals and educational institutions (verified) Up to ₹5 lakh Bank-dependent
UPI Lite (no PIN) ₹1,000 Wallet balance up to ₹5,000
Cooling period after new registration, new device or PIN reset About ₹5,000 About ₹5,000 for 24 hours (bank-specific)

The higher merchant limits took effect on 15 September 2025 and the P2P limit was left unchanged at ₹1 lakh. Many banks also cap person-to-person transfers at around 20 transactions in 24 hours. Remember that limits apply per bank account across all UPI apps: sending ₹60,000 through one app and ₹50,000 through another from the same account will breach a ₹1 lakh limit.

Common error messages and what they mean

Message you see Likely cause What to do
"Limit exceeded" / "Exceeds daily limit" Amount or count limit hit for the day Wait for the reset, or use NEFT/IMPS
"Risk threshold exceeded" (code U16) Bank's risk check, often on large or unusual payments Wait, try a smaller amount, or call the bank
"Transaction not permitted" after a new phone Cooling period on new device or SIM Wait 24 hours or pay up to about ₹5,000
"Incorrect PIN" (ZM), then "PIN tries exceeded" Wrong PIN entered too many times Wait about 24 hours or reset the PIN
"Insufficient funds" (Z9) Balance too low, including holds or lien Check the available, not total, balance
"Account blocked / debit freeze" Bank or law-enforcement hold on the account Contact the branch; see bank account frozen

Step by step: getting UPI working again

Right now

  1. Read the exact error message or code on the failed screen and take a screenshot.
  2. Check if money was debited. If the payment failed but money left your account, it is a failed transaction, not a limit issue. Follow our guide on UPI payment failed but money debited.
  3. For urgent payments, switch method. Pay from another bank account linked in your app, by debit or credit card, or by IMPS or NEFT through net banking. NEFT and RTGS have no UPI-style daily cap set by NPCI; your bank's own net banking limit applies.

Within 24 hours

  1. Wait out a cooling period or PIN block. If you changed phones, changed SIM or reset your PIN in the last day, the ₹5,000 cap usually lifts after 24 hours. Some banks apply it for longer on certain phones, so check the bank's help page.
  2. Reset the PIN if you forgot it. Use the debit card or Aadhaar OTP option in your app. Our guide on forgot UPI PIN explains each route.
  3. Check your own custom limit. Some apps and bank apps let you set a lower limit, which you may have set and forgotten.

If the block continues

  1. Call your bank's official helpline (from the bank's website or the back of your card) and ask whether UPI has been blocked on the account and why.
  2. If the bank blocked UPI because of a suspected fraud or an order from police, ask for the reason in writing and the steps to lift it. A debit freeze ordered by an investigating agency usually needs you to contact that agency or the cyber cell.
  3. Complain in writing if the bank cannot explain an ongoing block, then escalate to the grievance redressal officer, and after 30 days to the RBI Ombudsman at cms.rbi.org.in.

Your rights when UPI is blocked

  • Banks may set limits for your security. A lower limit or a cooling period is not a breach of your rights.
  • But a block must be explainable. Under RBI's customer service and grievance rules, you are entitled to a response to your complaint and to know the reason for an action on your account, unless law enforcement has asked the bank not to disclose details.
  • Failed debits are protected. If a payment failed because of a limit but money was still debited, RBI's turnaround time framework requires reversal by T+1 for transfers and T+5 for merchant payments, with ₹100 compensation for each day of delay.
  • The Ombudsman route is free. Under the Reserve Bank – Integrated Ombudsman Scheme, 2026, you can file within 90 days after the bank's 30-day response period ends or after its final reply.

Worked example: hitting the limit across apps

Meena's bank allows ₹1 lakh a day in UPI transfers from her savings account. On Monday morning she sends:

  • ₹45,000 rent through app A at 9:00 am
  • ₹30,000 to her sister through app B at 11:00 am
  • ₹20,000 to a carpenter through app A at 4:00 pm

Total so far: ₹45,000 + ₹30,000 + ₹20,000 = ₹95,000. At 6:00 pm she tries to pay ₹12,000 for a laptop repair. Since ₹95,000 + ₹12,000 = ₹1,07,000 is above ₹1 lakh, the payment fails with "limit exceeded". She can still send up to ₹5,000 by UPI that day.

Her options: pay ₹12,000 by IMPS through net banking, pay by card, or wait. If her bank uses a rolling 24-hour window, the ₹45,000 rent payment drops out of the count at 9:00 am on Tuesday, freeing ₹45,000 of limit.

Ready-to-copy complaint message

Subject: UPI blocked on my account – request for reason and restoration

Dear Sir/Madam,

Since [date and time], UPI payments from my account ending [last 4 digits]
are being declined with the message "[exact error / code]". I have not
exceeded the daily limit, I have not changed my device or PIN recently, and
my account has sufficient balance.

Please tell me in writing:
1. whether UPI or debits have been blocked on my account,
2. the reason, and
3. the steps or documents needed to restore it.

If any amount was debited during these attempts, please reverse it under
RBI's TAT circular dated 20 September 2019.

Registered mobile:
Complaint reference (if any):

What not to do

  • Do not ask a stranger or "agent" to unblock your UPI. Banks do not unblock accounts through WhatsApp or social media.
  • Do not keep retrying the same failed payment. Repeated attempts can extend a risk block.
  • Do not split a large payment across many apps to dodge the limit. It still counts against the same account and can trigger a risk check.
  • Do not share your PIN or OTP with anyone offering to "increase your limit".
  • Do not install apps from links that promise higher UPI limits.

Plan around the limits

If you regularly pay large amounts, such as rent, school fees or a home loan part-prepayment, use NEFT, RTGS or net banking rather than UPI. Know your monthly fixed payments in advance; our EMI calculator helps you plan loan instalments so you are not forced into last-minute large UPI transfers. Setting a lower personal UPI limit is also a sensible safety step, since it caps what a scammer can take; read more in our guide to UPI scams and what to do.

Key takeaways

  • NPCI's person-to-person UPI limit is ₹1 lakh a day as of October 2026; verified merchant categories go up to ₹5 lakh per transaction and ₹10 lakh a day.
  • A ₹5,000 cap for about 24 hours after a new device, SIM or PIN reset is normal and lifts by itself.
  • Wrong PIN attempts usually block UPI for about 24 hours; resetting the PIN is the faster fix.
  • Limits apply per bank account across all apps; use NEFT, RTGS or IMPS for large payments.
  • If the bank blocks UPI without a clear reason, complain in writing and escalate to the RBI Ombudsman after 30 days.

Frequently asked questions

What is the UPI daily limit in 2026?

As of October 2026, the NPCI limit for person-to-person UPI transfers is ₹1 lakh per day. Verified merchants in categories such as insurance, capital markets, travel and loan collections can accept up to ₹5 lakh per transaction and ₹10 lakh a day. Your bank can set lower limits.

Why can I send only ₹5,000 on UPI?

Most banks apply a cooling-period cap of about ₹5,000 for the first 24 hours after you register UPI on a new phone, change your device or SIM, or reset your UPI PIN. Normal limits return after that period.

When does the UPI daily limit reset?

It depends on your bank. Many banks count the limit over a rolling 24 hours from your first transaction, while others reset it at midnight. Check your bank's UPI help page or wait 24 hours from your first payment.

My UPI is blocked after wrong PIN attempts. What now?

After about three wrong UPI PIN attempts, most banks block UPI for that account for 24 hours. You can wait it out, or reset your UPI PIN using your debit card or Aadhaar OTP if your bank allows it.

Can I increase my UPI limit?

You can raise it only up to your bank's maximum, which cannot exceed NPCI's ₹1 lakh person-to-person cap. Some apps and banks let you set a lower custom limit for safety. For larger transfers, use NEFT, RTGS or IMPS.
