Gujarat's main interest subsidy for small businesses is the Aatmanirbhar Gujarat Scheme for Assistance to MSMEs, which pays 5% to 7% a year of the interest on your term loan for 5 to 7 years, depending on which taluka your unit is in. Micro manufacturing units can also get a capital subsidy of 10% to 25% of the term loan. As of October 2026 the scheme is active: its resolution is dated 5 October 2022 and it runs until 4 October 2027.

What the scheme is

The scheme was notified by Gujarat's Industries and Mines Department (resolution dated 5 October 2022) and is administered by the Commissionerate of MSME through District Industries Centres (DICs). It replaced the earlier state MSME assistance scheme and covers new units and expansion or diversification of existing units.

For this scheme, enterprise size is decided by investment in plant and machinery:

Type Investment in plant and machinery
Micro Up to ₹1 crore
Small Above ₹1 crore up to ₹10 crore
Medium Above ₹10 crore up to ₹50 crore

The enterprise must have Udyam registration. All talukas in Gujarat are grouped into Category 1 (least developed), Category 2, and Category 3 plus municipal corporation areas (most developed); the benefit is higher the less developed your location.

Interest subsidy rates as of October 2026

Location Interest subsidy on term loan Maximum per year Period
Category 1 taluka 7% ₹35 lakh 7 years
Category 2 taluka 6% ₹30 lakh 6 years
Category 3 taluka and municipal corporation areas 5% ₹25 lakh 5 years

Extra subsidy:

  • +1% for manufacturing units of women entrepreneurs, differently abled entrepreneurs and registered startups (recognised by DPIIT or the Gujarat government). For women and differently abled owners, the person must hold 100% of the equity.
  • +1% for young entrepreneurs below 35 years on the date the term loan is sanctioned, again with 100% equity.
  • In every case the enterprise must bear at least 2% interest itself. If the bank charges 9%, the combined state (and any central) subsidy cannot exceed 7%.

The subsidy is on interest for the term loan only. Penal interest, other bank charges and working-capital interest are not covered. If you are not sure how the two loans differ, read working capital loan vs term loan.

Service-sector units

Service enterprises are eligible for interest subsidy only if they are new and their activity is in the list annexed to the resolution. The subsidy is on term loans for new plant, machinery, equipment, furniture and fixtures. For some listed services the unit must also give permanent employment to at least 10 people and hold GST registration. Service units do not get the capital subsidy.

Capital subsidy for micro manufacturing units

Location Capital subsidy
Category 1 taluka 25% of term loan, up to ₹35 lakh
Category 2 taluka 20% of term loan, up to ₹30 lakh
Category 3 and municipal corporation areas 10% of term loan, up to ₹10 lakh

It is paid only after commercial production starts. If you also take a central capital subsidy for the same project, the total cannot exceed the loan actually disbursed.

Other benefits under the same scheme

  • Net SGST reimbursement for manufacturing MSMEs for 10 years: 100%, 90% or 80% of net SGST by taluka category, capped at 7.5%, 6.5% or 5% of eligible fixed capital investment a year.
  • EPF reimbursement of the employer's contribution for new employees for up to 10 years, within limits.
  • CGTMSE fee reimbursement: 100% of the annual guarantee fee for collateral-free term loans for five years, for micro and small manufacturing units.

Worked example: ₹50 lakh term loan

A micro manufacturing unit takes a ₹50 lakh term loan at 9.5% for 7 years (84 months). EMI is about ₹81,720 and total interest over the loan about ₹18,64,472. Year-wise interest on the reducing balance is about ₹4,52,392 in year 1, ₹3,99,965 in year 2, ₹3,42,334 in year 3, ₹2,78,984 in year 4 and ₹2,09,347 in year 5.

The interest subsidy is worked out as the subsidy rate on the outstanding loan, so it equals roughly (subsidy rate ÷ bank rate) of the interest you pay. Illustrative results:

Scenario Interest subsidy Capital subsidy
Ahmedabad Municipal Corporation area (Category 3), 5% for 5 years 5/9.5 × first five years' interest ≈ ₹8,85,801 (≈ ₹2,38,101 in year 1) 10% × ₹50 lakh = ₹5,00,000
Same, woman owner with 100% equity, 6% for 5 years ≈ ₹10,62,962 ₹5,00,000
Category 1 taluka, 7% for 7 years 7/9.5 × total interest ≈ ₹13,73,822 25% × ₹50 lakh = ₹12,50,000

In the Category 1 case, a further 1% would take the subsidy to 8%, leaving only 1.5% for the unit; because the unit must bear at least 2%, the subsidy would be limited to 7.5%.

Two practical points: you pay the full EMI to the bank first and receive the subsidy later on yearly claims, so plan your cash flow; and any months in default are deducted from the subsidy period. Model the full EMI on the EMI calculator before you assume the subsidy.

Eligibility conditions to watch

  • Location and size decide the rate, so check your taluka's category with the DIC before finalising a site.
  • Timing: apply within one year from the first loan disbursement or start of commercial production, whichever is later. A term loan sanctioned more than a year after production starts is not eligible.
  • Choice of start date: you choose whether the interest subsidy period starts from first disbursement or from commercial production; if you choose production, interest before production is not covered.
  • Continuous operation: units that stop production for more than six months (except seasonal activities) are referred to head office and may lose benefits.
  • Insurance: a valid insurance policy for machinery and building is required at claim time.

How to apply

  1. Get Udyam registration and keep your loan sanction letter, disbursement details and project report ready.
  2. Register on the Investor Facilitation Portal (ifp.gujarat.gov.in) using New Investor Registration and verify your email.
  3. Fill the online application for interest subsidy (and capital subsidy if you are a micro manufacturing unit), choosing the start date of eligibility.
  4. Upload documents: Udyam certificate, loan sanction and disbursement letters, bank certificate of interest charged and paid, project report, invoices for plant and machinery, proof of commercial production (first sales bill), rent agreement or ownership papers, insurance policy, and category proof (women, divyang, startup, age) where applicable.
  5. Submit a signed hard copy with the checklist documents to the DIC or the MSME Commissionerate.
  6. Claim yearly. After sanction, submit annual interest claims with the bank's certificate. The subsidy can be credited to your cash credit or current account on request.

Applications are free. Consultants can help with paperwork, but no one can "guarantee" approval for a fee, and you should never share your portal login with them.

Common reasons claims are reduced or rejected

  • Applying more than one year late (interest subsidy is cut for the delay; capital subsidy is lost).
  • Default on loan instalments, which removes those months from the subsidy period.
  • Investment counted in ineligible items like land, second-hand indigenous machinery or working-capital margin.
  • Unit closed, sold or not in continuous production at inspection.
  • A weak credit profile at the loan stage. Banks check your company's CIBIL MSME Rank as well as the promoter's score.

How to complain

  1. Write to the General Manager of your DIC with your IFP application number.
  2. Escalate to the Commissionerate of MSME, Gandhinagar.
  3. Use Gujarat's SWAGAT grievance system (swagat.gujarat.gov.in) for unresolved delays.
  4. If the problem is with the bank (for example, it will not issue the interest certificate), complain to the bank and then, after 30 days, to the RBI Integrated Ombudsman at cms.rbi.org.in.

Frequently asked questions

How much interest subsidy does Gujarat give to MSMEs?

Under the Aatmanirbhar Gujarat Scheme for Assistance to MSMEs, the state pays 7% interest subsidy on term loans for 7 years in Category 1 talukas, 6% for 6 years in Category 2 and 5% for 5 years in Category 3 and municipal corporation areas, with yearly caps of ₹35 lakh, ₹30 lakh and ₹25 lakh.

Is the Aatmanirbhar Gujarat MSME scheme still active in 2026?

Yes. The scheme's resolution is dated 5 October 2022 and its operative period runs until 4 October 2027, so units that meet the conditions within that period can apply as of October 2026.

Who gets the extra 1% interest subsidy in Gujarat?

An additional 1% is given to manufacturing units owned by women, differently abled entrepreneurs and registered startups, and another 1% to entrepreneurs below 35 years on the date of term-loan sanction, provided the eligible person holds 100% of the equity. The enterprise must still bear at least 2% interest.

Do micro enterprises in Gujarat get a capital subsidy?

Yes, only micro enterprises in manufacturing. The capital subsidy is 25% of the term loan up to ₹35 lakh in Category 1 talukas, 20% up to ₹30 lakh in Category 2 and 10% up to ₹10 lakh in Category 3 and municipal corporation areas. Service units do not get it.

What is the deadline to apply for the Gujarat MSME interest subsidy?

Apply within one year from the first disbursement of the term loan or from the date of commercial production, whichever is later. Late interest-subsidy applications lose the delayed period, and late capital-subsidy applications are not entitled.

Where do I apply for the Gujarat MSME subsidy?

Apply online on the Gujarat Investor Facilitation Portal (ifp.gujarat.gov.in), upload the documents, and submit a signed copy with the checklist documents to your District Industries Centre or the MSME Commissionerate.
