If the income-tax portal or your bank says your PAN is "inoperative", it is almost always because it was not linked to Aadhaar in time. Pay the ₹1,000 late fee on the e-filing portal, submit the Link Aadhaar request, and the PAN becomes operative again, usually within days and in any case within 30 days of linking. Until then, refunds are withheld without interest and TDS can be cut at 20% or more.

This guide, updated as of October 2026, explains what stops working, how to fix it step by step, and what to do about the extra tax already deducted. To understand where that tax shows up, see Form 16 vs AIS vs 26AS.

Why your PAN became inoperative

Linking PAN with Aadhaar is mandatory for most resident individuals. The rule was in Section 139AA of the Income-tax Act, 1961, and is carried into Section 262 of the Income-tax Act, 2025, which applies from 1 April 2026. The free linking window closed long ago; anyone who did not link by 30 June 2023 saw the PAN become inoperative from 1 July 2023.

A second group was added later. People who got a PAN using an Aadhaar Enrolment ID (before the Aadhaar number was issued) had to give the actual Aadhaar number by 31 December 2025. If they did not, the PAN became inoperative from 1 January 2026.

Inoperative is not the same as cancelled or deactivated. The PAN still exists and the same number comes back to life once you link.

Who is exempt

You do not need to link if you are:

  • a non-resident under the income-tax law;
  • not a citizen of India;
  • aged 80 or above;
  • resident in Assam, Meghalaya, or the Union Territories of Jammu and Kashmir and Ladakh.

NRIs often find their PAN shown as inoperative because their residential status was never updated with the department. The fix there is to update the status with the PAN agency or the jurisdictional assessing officer, not to pay the fee.

What stops working (as of October 2026)

Area Effect of an inoperative PAN
Income-tax refunds Not issued while inoperative
Interest on refunds Not paid for the inoperative period
TDS on your income Deducted at the higher no-PAN rate, often 20% (old Section 206AA, carried into the 2025 Act)
TCS on your purchases Collected at a higher rate (old Section 206CC)
Salary TDS Can be deducted at a higher average rate if the employer treats PAN as unavailable
Bank, mutual fund, demat KYC Records may be flagged; new investments or high-value transactions that need PAN can be refused
EPF withdrawal Higher TDS on taxable early withdrawals

Returns can generally still be filed, but a refund in that return will sit unpaid. There is a small relief for deductors: for payments from 1 August 2025, if your PAN becomes operative within two months from the end of the month of deduction, the deductor is not penalised for short deduction. That protects the bank or employer, but it does not stop the higher deduction in the first place.

Step-by-step: how to make PAN operative again

Step 1: Check the status

On the income-tax e-filing portal (incometax.gov.in), use Link Aadhaar Status under Quick Links. Enter PAN and Aadhaar. It will say linked, not linked, or pending with UIDAI.

Step 2: Pay the ₹1,000 fee

  1. Go to e-Pay Tax on the portal (no login needed, OTP to your mobile).
  2. Choose Income Tax, the current assessment year, and type of payment Other Receipts (500). The ₹1,000 is pre-filled.
  3. Pay through net banking, debit card, UPI or at a bank branch via the challan.
  4. Wait 4-5 working days for the payment to reflect before the next step.
  1. On the portal, choose Link Aadhaar (under Quick Links, or under Profile after logging in).
  2. Enter PAN and Aadhaar; the portal confirms the fee payment.
  3. Enter your name exactly as in Aadhaar and verify with the Aadhaar OTP.
  4. Submit and note the acknowledgement.

Step 4: Wait for the PAN to turn operative

The request is checked with UIDAI. Once linked, the PAN becomes operative. The CBDT's position is that this happens within 30 days of the fee being paid and Aadhaar being intimated; for most people it is faster.

Step 5: Update the places that flagged you

Tell your bank, employer, broker and mutual fund registrar (or KRA) that the PAN is operative again, so they stop deducting at the higher rate and lift any KYC hold.

If linking fails: mismatch problems

Linking fails if name, date of birth or gender differ between PAN and Aadhaar.

Mismatch Fix
Spelling or initials in name Correct the PAN record through Protean or UTIITSL, or correct Aadhaar through UIDAI, so both match
Date of birth Correct the record that is wrong, with proof of birth
Gender Update in Aadhaar or PAN as appropriate
Mobile not linked to Aadhaar Update your mobile at an Aadhaar centre so you can receive the OTP

Where demographic details differ only slightly, PAN service centres can complete linking through biometric Aadhaar authentication. Ask the centre about the current fee. You do not need to pay the ₹1,000 late fee again if you already paid it.

Worked example: the cost of waiting (illustrative)

Sunita, 52, has fixed deposits that earn ₹1,20,000 of interest in tax year 2026-27. Her PAN has been inoperative since January 2026.

  • Normal TDS at 10%: ₹1,20,000 × 10% = ₹12,000.
  • TDS while inoperative at 20%: ₹1,20,000 × 20% = ₹24,000.
  • Extra TDS: ₹24,000 − ₹12,000 = ₹12,000.

Her actual tax on the interest, in the new regime with her other income, is ₹12,000. So she is owed a refund of about ₹12,000. If her PAN stays inoperative, that refund is held, and no interest is paid for the inoperative period. If she links in November 2026 by paying ₹1,000, the refund becomes payable when her return is processed.

Paying ₹1,000 to unlock a ₹12,000 refund, and to stop the higher deduction on the rest of the year's interest, is an easy decision. Use the income tax calculator to estimate your actual tax and the refund you should claim.

What to do about TDS already deducted

  • The higher TDS is still credited to your PAN. Check it in Form 26AS (now Form 168 for tax year 2026-27) and AIS.
  • Claim it in your return. The excess comes back as a refund once the PAN is operative.
  • The bank or employer cannot refund it directly; it has already been paid to the government.
  • If credit is missing after linking, ask the deductor to file a correction statement. More on fixing missing credits is in our guide to income tax refund delays.

Where to get help

Problem Where to go
Fee paid but link request not accepted e-filing helpdesk 1800 103 0025 or 1800 419 0025; grievance on the portal under e-Nivaran
Name or DOB mismatch in PAN Protean (NSDL) or UTIITSL PAN correction
Mismatch in Aadhaar UIDAI enrolment centre or myAadhaar portal
Bank still deducting higher TDS after linking Branch, then the bank's grievance officer; RBI CMS (cms.rbi.org.in) only for service failures after 30 days

What not to do

  • Do not pay agents or "PAN reactivation" websites. The only fee is the ₹1,000 paid on the official portal or through an authorised bank.
  • Do not apply for a new PAN. Holding two PANs is a violation with a penalty; the old PAN simply becomes operative after linking.
  • Do not share Aadhaar OTPs with callers claiming to be from the tax department.
  • Do not click links in SMS or email telling you your PAN is "blocked". Go to incometax.gov.in yourself.
  • Do not ignore a mismatch. Paying the fee will not help if the name or date of birth does not match.

Key takeaways

  • An inoperative PAN is not cancelled; it starts working again once linked with Aadhaar.
  • The rule is in Section 262 of the Income-tax Act, 2025 (old Section 139AA).
  • While inoperative, refunds are withheld without interest and TDS or TCS can be deducted at higher rates.
  • Fix: pay ₹1,000 under Other Receipts (500), wait 4-5 working days, submit Link Aadhaar with OTP.
  • Fix name or date-of-birth mismatches first; then claim the extra TDS as a refund in your return.

Frequently asked questions

What happens if my PAN becomes inoperative?

You do not lose the PAN, but income-tax refunds are not issued and no interest is paid on them for the inoperative period, and TDS and TCS can be deducted at higher rates, often 20%. Banks, brokers and mutual funds may also restrict transactions that need a valid PAN.

How do I make an inoperative PAN operative again?

Pay the ₹1,000 late fee on the income-tax e-filing portal through e-Pay Tax under Other Receipts (500), wait for the payment to reflect, then submit the Link Aadhaar request with an Aadhaar OTP. The PAN becomes operative after the link is confirmed, which can take some days.

How long does it take for PAN to become operative after linking Aadhaar?

The CBDT has said a PAN becomes operative again within 30 days of the fee being paid and Aadhaar being intimated. In practice it is often faster. Check the status under Link Aadhaar Status on the portal.

Can I file my income tax return with an inoperative PAN?

Generally you can still log in and file, but any refund will be withheld until the PAN is operative, and you will not get interest for that period. Link Aadhaar before filing if you expect a refund.

Who does not need to link PAN with Aadhaar?

Exempt categories include non-residents, people who are not citizens of India, those aged 80 or above, and residents of Assam, Meghalaya, and Jammu and Kashmir and Ladakh. Exempt persons should make sure their residential status is correctly recorded.

Will the extra TDS deducted be refunded?

The extra TDS is credited to your PAN and can be adjusted or refunded when you file your return, but only after the PAN is operative again. The deductor cannot refund it to you directly.
