The Shri Vajpayee Bankable Yojana is a Gujarat government scheme that gives a one-time capital subsidy on a bank loan taken to start a small industry, service or trading business. As of October 2026, the maximum loan is ₹25 lakh, and the subsidy is 20% to 40% of the loan depending on your category and whether the business is in a rural or urban area, up to ₹3.75 lakh for the general category and ₹5 lakh for SC, ST and divyang applicants. You apply online on the state's Bankable Loan Portal, and the bank, not the government, decides whether to lend.

What the Vajpayee Bankable Yojana is

The scheme is run by the Commissioner of Cottage and Rural Industries under Gujarat's Khadi, Cottage and Rural Industries Department, with District Industries Centres (DICs) handling applications at the district level. It is meant for unemployed youth and small self-employed people in both towns and villages.

How it works in practice:

  • You take a business loan from a bank at the bank's normal interest rate.
  • The state pays a capital subsidy linked to that loan. According to the state government, the subsidy is credited after the bank approves and disburses the loan.
  • The subsidy is not a separate cash grant you can spend freely. It reduces the debt you effectively repay.

The scheme is large by state standards. The Gujarat government said in May 2026 that more than 1.42 lakh beneficiaries received over ₹1,243 crore of subsidy between 2021 and 2025, and that ₹466 crore went to 47,462 beneficiaries in FY 2025-26 alone.

What changed: ₹8 lakh to ₹25 lakh

Gujarat's new cottage and rural industries policy, announced in November 2024, raised the scheme's limits. The state says these apply from FY 2025-26:

Item Earlier From FY 2025-26
Maximum loan ₹8 lakh ₹25 lakh
Maximum subsidy (general category) ₹1.25 lakh ₹3.75 lakh
Maximum subsidy (SC, ST, divyang) Lower caps by sector ₹5 lakh

Many websites still quote the old ₹8 lakh limit and old sector-wise caps. Go by the figures on the official portal or at your DIC, since caps for specific sectors and categories are set in the government resolution.

Subsidy rates as of October 2026

Area General category Reserved categories
Rural 25% of the loan 40% of the loan
Urban 20% of the loan 30% of the loan

Reserved categories have traditionally included SC and ST applicants, women, ex-servicemen and persons with disabilities. Confirm with the DIC which category you fall into, because the subsidy cap also depends on it. In every case the subsidy is the lower of the percentage and the rupee cap.

Eligibility

  • Residence: permanent resident of Gujarat.
  • Age: 18 to 65 years.
  • Education or skill (any one): passed at least Standard 4; or at least three months of training related to the business from a private institution; or at least one month of training from a government-recognised institute; or one year of experience in the business; or belonging to a hereditary artisan family.
  • Income: no income limit.
  • Activity: industry (manufacturing), service or trade/business.

The bank will separately check your credit history and the viability of the business. A poor CIBIL record is the most common reason a bank declines a subsidised loan, so check your CIBIL score for free before applying.

Documents you will typically need

  • Aadhaar card and PAN
  • Proof of residence in Gujarat
  • Passport-size photograph
  • Proof of education, training, experience or hereditary artisan status
  • Caste certificate (SC/ST) or disability certificate, if you claim a higher subsidy
  • Project report with machinery or stock quotations
  • Bank account details

The exact list can vary by activity and bank. The portal shows what to upload for your application.

Worked example: how the subsidy cap works

Take two applicants in the general category.

Applicant A: rural service unit, ₹10 lakh loan

  • Subsidy at 25% = 25% × ₹10,00,000 = ₹2,50,000
  • This is below the ₹3.75 lakh cap, so the full ₹2,50,000 applies.
  • Debt effectively repaid = ₹10,00,000 − ₹2,50,000 = ₹7,50,000

Applicant B: urban manufacturing unit, ₹20 lakh loan

  • Subsidy at 20% = 20% × ₹20,00,000 = ₹4,00,000
  • This is above the ₹3.75 lakh cap, so the subsidy is limited to ₹3,75,000.
  • Debt effectively repaid = ₹20,00,000 − ₹3,75,000 = ₹16,25,000

What this means for EMIs, at an illustrative 11% interest rate and a 5-year (60-month) tenure:

Loan Without subsidy After subsidy
Applicant A ₹10,00,000 → EMI ₹21,742 ₹7,50,000 → EMI ₹16,307
Applicant B ₹20,00,000 → EMI ₹43,485 ₹16,25,000 → EMI ₹35,331

Total interest for Applicant A falls from about ₹3,04,545 to about ₹2,28,409. This is illustrative: in practice the bank fixes how and when the subsidy is adjusted, and your early EMIs may be calculated on the full loan. Use the EMI calculator with your bank's actual rate and tenure.

Notice that above roughly ₹15 lakh (general rural) or ₹18.75 lakh (general urban), the cap binds and the subsidy stops growing. Borrowing more than you need does not earn you more subsidy.

How to apply online on the Bankable Loan Portal

  1. Prepare a project report. Cover the business, machinery or stock quotations, working capital, expected monthly sales and how the EMI will be paid. Keep numbers realistic.
  2. Register on the portal. Go to the Gujarat Bankable Loan Portal at blp.gujarat.gov.in and use Citizen Register with your mobile number and OTP.
  3. Fill the application. Log in, select the Shri Vajpayee Bankable Yojana, and enter personal, business, project cost and bank-branch details.
  4. Upload documents and submit. Save the application number.
  5. DIC scrutiny. The District Industries Centre checks eligibility and may call you for an interview or verification, then forwards the application to the bank.
  6. Bank appraisal and sanction. The bank checks your CIBIL report, the project and your repayment capacity, then sanctions and disburses the loan.
  7. Subsidy release. After the loan is disbursed, the subsidy is released through the bank as per the scheme rules.
  8. Track status using Application Status on the portal.

The DIC in your district can help you fill the form. If you need guidance on preparing a loan file for a new business, see how to apply for a Mudra loan for a new business; most of the preparation is the same.

Common reasons applications get stuck or rejected

  • Weak or inflated project report. Banks decline proposals where sales look unrealistic or the EMI is not clearly covered.
  • Poor credit history. A past default, settlement or written-off loan shows up in CIBIL.
  • Incomplete documents. Missing training, caste or residence proof delays DIC scrutiny.
  • Mismatch in quotations. Quotations that do not match the machinery or stock actually bought cause problems at disbursement and inspection.
  • Unit not running. If the business is not found running at verification, the subsidy can be withheld or recovered.

How to complain if your application is delayed

  1. Start with the DIC. Meet the General Manager of your District Industries Centre with your application number.
  2. Escalate with the bank. If the bank is sitting on your file, write to the branch and then to the bank's grievance redressal officer.
  3. RBI Integrated Ombudsman. If the bank does not reply within 30 days, or you are unhappy with the reply, complain about the bank at cms.rbi.org.in.
  4. State grievance portal. For delays at the government end, you can use Gujarat's SWAGAT online grievance system (swagat.gujarat.gov.in) or the central CPGRAMS portal (pgportal.gov.in).

Beware of agents and fake websites that promise "guaranteed sanction" for a fee. The scheme does not use paid intermediaries, and you should never share OTPs or pay anyone to process your application.

Other schemes to compare

If you are not eligible or your bank declines, compare the central PMEGP loan subsidy, which has its own 15% to 35% subsidy, and the wider list of government business loan schemes. You can generally use only one capital subsidy for the same project, so pick the scheme that gives the larger benefit for your case.

Key takeaways

  • The Shri Vajpayee Bankable Yojana gives a capital subsidy on a bank loan for a new industry, service or trading business in Gujarat.
  • From FY 2025-26 the loan limit is ₹25 lakh; subsidy is 25-40% (rural) or 20-30% (urban), capped at ₹3.75 lakh (general) and ₹5 lakh (SC, ST, divyang).
  • Eligibility: Gujarat resident, age 18-65, Standard 4 pass or relevant training or experience; no income limit.
  • Apply free at blp.gujarat.gov.in; the DIC scrutinises and the bank decides the loan.
  • The subsidy is the lower of the percentage and the cap, so borrowing more does not always increase the subsidy.
