PMAY-U 2.0 AHP: What to Check Before Applying for a Flat
PMAY-U 2.0 AHP explained: EWS eligibility, ₹2.5 lakh assistance, housing vouchers, whitelisted projects, documents, allotment and checks before you pay.

In this article
Affordable Housing in Partnership (AHP) under PMAY-U 2.0 helps an urban family earning up to ₹3 lakh a year buy a 30-45 sq m flat built by a government agency or an approved private developer, with central and state assistance of at least ₹2.50 lakh that cuts the price you pay. As of October 2026, AHP is active and new projects are still being sanctioned; the August 2026 Central Sanctioning and Monitoring Committee meeting alone approved 67,045 AHP houses. The assistance is not a free flat: you still pay the balance, often with a home loan.
Before you register, check five things: that your family qualifies as EWS, that the project is sanctioned or whitelisted, that it is RERA-registered, what the final price and possession date are, and that you can afford the balance. This guide walks through each.
Who AHP applies to
As of October 2026, you can benefit under AHP if:
- Household income is up to ₹3 lakh a year (EWS category)
- No family member owns a pucca house anywhere in India
- No family member was allotted a house under any government scheme in the last 20 years, in urban or rural areas
- The flat is in a statutory town or notified planning area covered by PMAY-U 2.0
- The house will be in the name of the female head of the family or jointly with her, except where the family has no adult woman
Persons with disabilities and senior citizens are preferably allotted ground or lower floors. A family can benefit under only one PMAY-U 2.0 vertical; if you own land, compare with Beneficiary-Led Construction, and if your income is between ₹3 lakh and ₹9 lakh, the PMAY-U 2.0 home loan subsidy is the route open to you.
What support is available
AHP uses the same assistance table as BLC:
| State or UT | Central assistance | Minimum state share | Minimum total |
|---|---|---|---|
| Most states | ₹1.50 lakh | ₹1.00 lakh | ₹2.50 lakh |
| North Eastern states, Himachal Pradesh, Uttarakhand, UTs of J&K, Puducherry and Delhi | ₹2.25 lakh | ₹0.25 lakh | ₹2.50 lakh |
| Other UTs | ₹2.50 lakh | Not applicable | ₹2.50 lakh |
How it reaches you depends on who builds the project:
- Public agency projects (housing boards, development authorities, ULBs): the assistance goes to the project, and the EWS sale price you pay is reduced. At least 25% of homes in a project must be EWS, with at least 100 EWS homes, for central assistance.
- Private developer projects: central assistance is given to you as a Redeemable Housing Voucher (RHV), which you use to buy in a whitelisted project. The guidelines also allow it to be redeemed on the open market.
- Technology Innovation Grant: projects that use notified innovative building technologies get ₹1,000 per sq m, up to 30 sq m per flat, from MoHUA. This goes to the project, not to you, but it should be reflected in the price.
The state committee sets a ceiling for the EWS sale price per sq m of carpet area, so ask for the per-sq-m rate in writing.
What to check before applying
| Check | Where to verify | Red flag |
|---|---|---|
| Project is sanctioned or whitelisted | PMAY-U 2.0 Unified Web Portal, state housing mission notice | Builder only shows a "PMAY approved" banner |
| RERA registration | Your state RERA website | No RERA number on the brochure |
| EWS price and carpet area | Allotment brochure, state price ceiling | Price quoted on super built-up area |
| Possession date | RERA page and agreement | No completion date in writing |
| Total cost | Price list incl. maintenance, registration, stamp duty | Large unexplained "PMAY processing" charges |
| Your eligibility | Income certificate, no-house declaration | Agent asks you to under-declare income |
Projects are expected to finish within 24 to 36 months of statutory approvals (18 to 24 months for projects with the Technology Innovation Grant), so check the stage of construction before you commit savings. For the other costs of a flat, see hidden costs of buying a flat.
Worked example: can you afford the balance?
Sunil and Kavita earn ₹2.8 lakh a year together and apply for a 32 sq m EWS flat in a public housing project in a plains state. Assume the EWS sale price is ₹9,00,000 (illustrative).
| Item | Amount |
|---|---|
| Sale price of EWS flat | ₹9,00,000 |
| Central assistance | ₹1,50,000 |
| Minimum state share | ₹1,00,000 |
| Balance payable by the family | ₹6,50,000 |
| Own savings | ₹50,000 |
| Home loan needed | ₹6,00,000 |
At an assumed 9% for 15 years, a ₹6,00,000 loan has an EMI of about ₹6,086, with total interest of about ₹4,95,408. Their monthly income is about ₹23,333, so the EMI is roughly 26% of income, which most lenders would consider manageable. If they had to borrow the full ₹6,50,000, the EMI would rise to about ₹6,593. Because they are AHP beneficiaries, they cannot also claim the PMAY-U 2.0 interest subsidy on this loan. Check your own numbers in the EMI calculator, and add stamp duty, registration and maintenance deposits.
Documents required
- Aadhaar for every family member
- Income certificate (EWS, up to ₹3 lakh a year)
- Self-declaration or affidavit that no family member owns a pucca house
- Address proof and photographs
- Aadhaar-seeded bank account
- Category, disability or senior citizen certificate if you claim preference
- Home loan documents if you are borrowing; see our guide to home loan eligibility and documents
How to apply (official process)
- Register your demand on the PMAY-U 2.0 Unified Web Portal (via pmay-urban.gov.in) under the AHP vertical with Aadhaar OTP, or through your ULB or a Common Service Centre.
- Watch for project notices. Public agency schemes are announced by the state housing board, development authority or ULB, usually with an application window and a lottery or allotment procedure approved by the state committee.
- Verification. The agency checks income, family details and the no-house condition through Aadhaar-based checks that also cover PMAY-Gramin.
- Allotment. Allotment is by a transparent process approved by the State Level Sanctioning and Monitoring Committee; lists are usually published by the agency.
- Pay the balance in the instalments in your allotment letter, and arrange a home loan if needed.
- Possession and lock-in. You take possession after completion and geo-tagging, and cannot sell for at least five years.
For private projects, buy only in a project shown as whitelisted on the portal, and confirm the voucher process with the ULB before you pay any booking amount.
How to track status
- Use your application ID or mobile number on the Unified Web Portal or the PMAY-U 2.0 app.
- Follow the allotting agency's website for draw results and payment schedules.
- Check construction progress on the state RERA project page, which shows quarterly updates.
Common problems and fixes
- Name not in the allotment list: ask the agency for the draw rules and your application status in writing; seek reasons if you were found ineligible.
- Project delayed: RERA allows complaints against the promoter for delay; also inform the ULB, since PMAY-U 2.0 projects have completion timelines.
- Price higher than notified: compare with the state EWS price ceiling and ask the agency for a breakup.
- Loan rejected for the balance: see loan rejected reasons and fixes; a co-applicant or a smaller loan may help.
- Dual-benefit rejection: if Aadhaar records show a house under PMAY-G or another scheme in error, get a correction letter from that office.
How to complain
- Allotting agency or ULB housing cell: written complaint with your application ID.
- State Level Nodal Agency for PMAY-U 2.0 in your state.
- State RERA for delay, change of plan or carpet area shortfall in a registered project.
- CPGRAMS at pgportal.gov.in or the PMAY-U 2.0 portal grievance section.
- Fraud: report fake "PMAY flat booking" websites or agents at cybercrime.gov.in or on 1930.
Key takeaways
- As of October 2026, PMAY-U 2.0 AHP gives urban EWS families (income up to ₹3 lakh) at least ₹2.50 lakh off a 30-45 sq m flat built by a public agency or a whitelisted private developer.
- Private projects use Redeemable Housing Vouchers; public projects reduce the EWS sale price directly.
- Check whitelisting, RERA registration, the per-sq-m price and the possession date before paying anything.
- You still pay the balance; in our example a ₹6 lakh loan costs about ₹6,086 a month over 15 years, and ISS cannot be added on top.
- Registration on the portal is free; never pay brokers for allotment, and expect a five-year lock-in.
Frequently asked questions
What is Affordable Housing in Partnership under PMAY-U 2.0?
AHP is the PMAY-U 2.0 vertical under which public agencies or private developers build affordable flats, and urban EWS families with income up to ₹3 lakh a year get central and state assistance of at least ₹2.50 lakh towards the price of a 30-45 sq m flat.
What is a Redeemable Housing Voucher?
For flats built by private developers, the central assistance is given to the EWS buyer as a Redeemable Housing Voucher. The buyer can use it to buy a house in a project whitelisted on the PMAY-U 2.0 portal, and the guidelines also allow its use on the open market.
Do I get the AHP flat free?
No. The assistance reduces the price, but you pay the balance of the sale price fixed for EWS units, usually from savings and a home loan. The state committee sets a ceiling on the EWS sale price per sq m of carpet area.
Can I sell or rent my AHP flat?
Not for at least five years from possession. The guidelines bar sale during the lock-in, and you should read your allotment letter for any additional state conditions.
How do I know an AHP project is genuine?
Public agency projects are notified by the state housing board or ULB. Private projects must be approved by the state committee and the Central Sanctioning and Monitoring Committee and listed as whitelisted on the PMAY-U 2.0 portal. Also check RERA registration on your state RERA website.
Is there an application fee for PMAY-U 2.0 AHP?
Registration on the Unified Web Portal is free. A state housing board may collect a refundable registration deposit for a specific lottery, which it announces officially. Never pay a broker or agent for allotment.
