PMAY-U 2.0 vs PMAY-G: Which Housing Scheme Applies to You?
PMAY Urban 2.0 vs PMAY Gramin: how your area decides the scheme, eligibility and amounts compared, where to apply, status tracking and wrong-scheme rejections.

In this article
Which PM Awas Yojana applies to you depends on where the house will be built or bought: inside a statutory town or notified urban planning area, it is PMAY-Urban 2.0; in a village outside such areas, it is PMAY-Gramin. As of October 2026, both schemes are active for their 2024-29 phases, but they work very differently. PMAY-U 2.0 lets you apply on a portal for a construction grant, a flat or a home loan subsidy, while PMAY-G selects families from survey lists and pays a grant to build.
This guide helps you work out which one fits your address and situation, compares what each gives, and explains what to do if you were rejected under the wrong scheme. For scheme-specific detail, see our guides to PMAY-Gramin and the PMAY-U 2.0 home loan subsidy.
Step 1: check which area your house falls in
| Your location | Scheme that applies |
|---|---|
| Municipal corporation, municipality, nagar panchayat or other statutory town (Census 2011 or notified later) | PMAY-U 2.0 |
| Village inside a notified planning area or urban/industrial development authority limits | PMAY-U 2.0 (coverage extends to notified planning areas; confirm with the ULB or authority) |
| Village under a Gram Panchayat, outside any notified urban area | PMAY-G |
| Town notified during 2024-29 by state gazette, with MoHUA approval | PMAY-U 2.0 |
| Census town still governed by a Gram Panchayat | Usually PMAY-G; confirm with the Block office, since it is not a statutory town |
The deciding factor is the location of the property, not your job or where you rent today. A family working in a city but building on its village plot falls under PMAY-G for that house. If you are unsure, ask the ULB whether the survey number or ward is in a covered area, or the Block Development Office whether it is under a Gram Panchayat.
Step 2: compare what each scheme gives (as of October 2026)
| Feature | PMAY-Urban 2.0 | PMAY-Gramin |
|---|---|---|
| Ministry | Housing and Urban Affairs | Rural Development |
| Period | 2024-29 | 2024-25 to 2028-29 |
| Ways to benefit | BLC (build on own plot), AHP (buy an EWS flat), ARH (rental), ISS (home loan subsidy) | Grant to build a pucca house |
| Income limit | EWS up to ₹3 lakh (BLC, AHP); up to ₹9 lakh for ISS | Automatic exclusion if any member earns over ₹15,000 a month, plus other exclusion rules |
| Amount | BLC/AHP: at least ₹2.50 lakh; ISS: up to ₹1.80 lakh in loan credits | ₹1.20 lakh (plains) or ₹1.30 lakh (NE and hill states/UTs), plus ₹12,000 toilet and 90-95 days of wage work |
| House size | 30-45 sq m for BLC/AHP; up to 120 sq m carpet for ISS | Minimum 25 sq m |
| How you are selected | You apply on the Unified Web Portal, at the ULB or a CSC | SECC 2011 Permanent Wait List and Awaas+ survey, Gram Sabha verification |
| Loan | Optional for BLC/AHP; required for ISS | Optional loan up to ₹70,000 |
| Common rules | No pucca house anywhere in India; no government house in last 20 years; house in woman's name or jointly | Same principles; woman's name or joint |
Aadhaar-based checks link the two databases, so a family cannot claim under both.
Worked example: same family, two locations
The Patil family earns ₹2.6 lakh a year and owns two plots: one in their village under a Gram Panchayat, one inside a nagar panchayat 15 km away. They want to build a modest house costing about ₹4,00,000 (illustrative) in a plains state.
| Item | Build in the village (PMAY-G) | Build in the town (PMAY-U 2.0 BLC) |
|---|---|---|
| Housing assistance | ₹1,20,000 | ₹2,50,000 (₹1.50 lakh Centre + ₹1 lakh state minimum) |
| Toilet support | ₹12,000 | Not a separate component |
| Wage support | 90 days of unskilled work (value depends on state wage rate) | Not applicable |
| Gap to fund | About ₹2,68,000 before wage support | ₹1,50,000 |
| Can they apply now? | Only if on the PWL or Awaas+ list | Yes, through the portal or ULB |
If they fund the town gap with a ₹1,50,000 loan, or the village gap partly with the optional ₹70,000 PMAY-G loan, they should first check the EMI in the EMI calculator. The town option gives more money, but only if the family is otherwise eligible there and the plot has clear title. They can pick only one.
Documents required
PMAY-U 2.0: Aadhaar of all family members, income certificate, address proof, self-declaration of no pucca house, land documents (BLC) or allotment papers (AHP), and loan documents (ISS).
PMAY-G: Aadhaar with consent, Aadhaar-seeded bank or post office account, job card details for wage support, Swachh Bharat Mission (Gramin) number if any, and land papers or a state land allotment.
Where to apply
- PMAY-U 2.0: the Unified Web Portal linked from pmay-urban.gov.in, your ULB housing cell or a Common Service Centre. ISS applicants also need a loan from a Primary Lending Institution.
- PMAY-G: there is no open online application. Check your name on pmayg.dord.gov.in or with the Gram Panchayat; if missed, give a written request to the Gram Panchayat and BDO for inclusion in the next survey update.
Both are free. Fake sites with names like "PM Awas online form" collect fees and Aadhaar details; use only the official portals.
How to track status
- Urban: application ID or mobile number on the Unified Web Portal or the PMAY-U 2.0 app; DBT credits in your passbook.
- Rural: registration number on pmayg.dord.gov.in reports, the Gram Panchayat notice board, and the AwaasApp for geo-tagged stages.
- Both: the PFMS "Know Your Payments" page at pfms.nic.in for central DBT payments.
Common problems and fixes
- Rejected as "not in urban area": get a certificate from the ULB or planning authority showing the property's location, or apply for PMAY-G through the Block office.
- Rejected as "dual benefit": ask which scheme record matched your Aadhaar. If a family member was wrongly tagged, get a written correction from that office.
- Area recently merged into a city: ask the ULB whether the ward has been notified; until it is, the earlier status may still apply in the database.
- Income above the EWS limit for BLC or AHP: if your income is ₹3-9 lakh and you are buying or building with a loan, ISS may still apply; see our guide to home loan eligibility and documents.
How to complain
- Urban: ULB housing cell, then the State Level Nodal Agency, then the PMAY-U 2.0 portal grievance section or CPGRAMS.
- Rural: Gram Panchayat and BDO, then the district rural development office, then CPGRAMS at pgportal.gov.in.
- Bank issues (ISS or a housing loan): lender's grievance officer, then the RBI Integrated Ombudsman at cms.rbi.org.in after 30 days.
- Fraud: cybercrime.gov.in or helpline 1930.
Key takeaways
- The scheme follows the property's location: statutory town or notified planning area means PMAY-U 2.0; Gram Panchayat village means PMAY-G.
- As of October 2026, PMAY-U 2.0 BLC and AHP give at least ₹2.50 lakh to EWS families and ISS up to ₹1.80 lakh; PMAY-G gives ₹1.20-1.30 lakh plus toilet and wage support.
- You apply for PMAY-U 2.0 on a portal; PMAY-G selects from survey lists verified by the Gram Sabha.
- A family can benefit under only one scheme, checked through Aadhaar.
- Both are free; complain to the ULB or Block office first, then the state agency or CPGRAMS.
Frequently asked questions
How do I know whether PMAY Urban or PMAY Gramin applies to me?
It depends on where the house will be, not where you work. If the plot or flat is in a statutory town (municipal corporation, municipality or nagar panchayat) or a notified planning or development authority area, PMAY-U 2.0 applies. If it is in a village under a Gram Panchayat outside such areas, PMAY-Gramin applies.
Can I get benefits under both PMAY-U and PMAY-G?
No. The PMAY-U 2.0 system runs Aadhaar-based deduplication against PMAY-G, and both schemes exclude families that received a government house in the last 20 years. A family can benefit under only one.
Which gives more money, PMAY-U or PMAY-G?
As of October 2026, PMAY-U 2.0 BLC gives at least ₹2.50 lakh to build on your own urban plot, while PMAY-G gives ₹1.20 lakh in plains or ₹1.30 lakh in NE and hill areas, plus ₹12,000 for a toilet and 90-95 days of wage work. The urban Interest Subsidy Scheme gives up to ₹1.80 lakh against a home loan.
Can I apply online for PMAY Gramin like PMAY Urban?
No. PMAY-U 2.0 accepts applications on its Unified Web Portal. PMAY-G beneficiaries are selected from the SECC 2011 list and the Awaas+ survey, verified by the Gram Sabha; you approach the Gram Panchayat or Block office if you were missed.
My village became part of a municipality. Which scheme now applies?
Once the area is notified as part of a statutory town or planning area, it falls under PMAY-U 2.0, which also covers towns notified during 2024-29. Ask the ULB whether your ward is covered; if a PMAY-G house was already sanctioned to you, it is completed under PMAY-G.
